The National Chamber of Private Bailiffs has raised concerns about the phenomenon of "fictitious scams" that has spread significantly and has seen a large increase in recent months. 

This institution emphasizes that the courts and municipalities throughout the country are witness to the fictitious announcement of dozens, hundreds, of fictitious auctions for the sale of Albanian real estate.

According to the institution headed by Tedi Malaveci, many citizens have been affected by fictitious auctions, as all the procedures for their properties have been done secretly, openly violating the law.

It is underlined that dozens of citizens have had their properties alienated in the Cadastre, being taken over by microfinance companies. 

The National Chamber of Private Bailiffs has also published the violations committed by the financial institution "Micro Credits Albania sh.pk", where it is noted that the auctions are fictitious, since during the 30-day auction period, no offer or provider has shown interest in a large number of properties, vehicles, apartments. Likewise, the auction did not have a concrete result and they did not make public announcements about this procedure. 

What is noticed from the audit done by the enforcement office are the fictitious prices they set for the seized properties, far from the market prices. 

"Through this communique, we seek to draw the attention of the public, the media, the Albanian government and all law enforcement bodies in the country, to a very serious phenomenon that has spread and is growing at a challenging speed in recent months: "Fictitious auction". In the name of "The Law" and the Private Enforcement Service are being severely abused. Courts and municipalities  throughout Albania are witnesses to the fictitious announcement of dozens, hundreds, thousands of fictitious auctions for the sale of real estate belonging to Albanians. Many citizens are shocked by " "auctions" that were held for their properties, without any notification, without any regular enforcement process and at prices beyond the ridiculous. Dozens of them have  found that their properties have been alienated in the Cadastre, being taken over by a microfinance company, it is stated in the press release of this institution. 

The National Chamber of Private Bailiffs asks the Prime Minister Edi Rama, the Minister of Justice, Ulsi Manja, the prosecution and the police to take immediate measures and stop this phenomenon. 
 
"We want to reassure the citizens and the public opinion that the procedure of such "auctions", like the dozens of examples they are bringing together with this communication, is Fictitious, it is a Fraud! The Chamber of Executors has tried several times publicly and institutionally to draw attention to state institutions and those of law enforcement in the country to stop a phenomenon related to "Collection of obligations through fraud and blackmail". Apart from the media and citizens, no state public body has moved over the years to react to our Calls. Thousands of citizens have been deceived over the years the last. Entire Albanian individuals and families have gone through psychological trauma when every means of living, monthly salary and every possible asset has been blocked by some publicly identified fraudsters. Many individuals have surrendered to the fraudsters, because the state did not move! Families all have been forced to take new loans to escape the tight loop for washing old loans/debts. The fraud scheme worked perfectly, until Today their properties are being stolen! This is the last step in ending a fraud scheme that has been operating for years untouched by the rule of law, nor by the Albanian government. Thousands of families today find themselves in the anxiety of the "fictitious auction". Whether their property has been sold or alienated or not. The Chamber asks the Prime Minister and the Minister of Justice, the Prosecutor's Office and the State Police to take immediate measures and stop today, without a single day's delay, the phenomenon of "fictitious auction", the statement says.

This institution emphasizes that 61 municipalities and 13 courts of first instance of general jurisdiction possess the complete material of this phenomenon.

"Every day that will pass without concrete legal actions, will be late and an unjustified delay before the public and the Albanian citizen", the statement further states./ CNA
