Vlora Airport/ Albcontrol procures some services, operation starts in 2024

Albcontrol has requested the acquisition of some services related to the Vlora Airport which, according to the documents, is expected to start operating at the end of 2024.

This Monday in the system of the Public Procurement Agency with a limit fund of 166 million ALL or 1.6 million euros, the contract "Creation of airspace structures and drafting of RNP and ILS Flight Procedures for Vlora Airport, including obstacle measurements ( survey) and flight validation".

Referring to the technical specifications, Albcontrol admits that the procedure is related to the fact that "a new International Airport serving the city of Vlora is planned to start operating at the end of 2024. The airport has a reference code of 4E. Runway 13/31 directions are available for arriving and departing traffic."

According to the documents, the runway has a length of 3200 m and a width of 45 m. A displaced threshold will apply to both runways reducing the length of runway available for landing in one direction.

“RNP approach procedures for both runways will provide 3D precision and non-precision approach (SBAS CAT I, LNAV/VNAV), as well as 2D non-precision approach (LP, LNAV only).

Both ends of the runway will be filled with conventional ILS CAT I procedures to serve as backup to the main RNP approaches.

The proposed model for the provision of air traffic services at Vlora International Airport describes a controlled aerodrome in a control area, connected to the ATS airway network through a controlled airspace.

Within the operations of the International Airport of Vlora, several activities are foreseen that will support the design of airspace structures and instrument flight procedures. The high-level objective is to develop a complete PBN Airspace Concept for the Vlora TMA and the integrated design of TMA procedures, in accordance with Regulation (EU) 2018/1048.

An approved Flight Procedure Design Service Provider will be contracted by ALBCONTROL, Air Navigation Services of Albania, to perform the following activities at Vlora Airport:

a) design of airspace structures;

b) geodetic measurement of obstacles;

c) drawing up RNP approach procedures for both runways;

d) design of RNAV 1 SID standard takeoff routes and RNAV 1 STAR standard arrival routes for both runways;

e) drafting omnidirectional departures (ODD) for both runways;

f) drawing up ILS approach procedures for both runways;

g) pre-flight and in-flight validation of instrument flight procedures;

h) operational safety assessment for new instrument flight procedures;

i) on-the-job training of flight procedure drafters and new employed surveyors" is stated in the technical specifications accompanying the procedure.

Vlora Airport

At the beginning of 2021, the government announced the winner for the Vlora Airport concession with an investment offer of 103 million euros, which included two companies Mabco Constructions SA of the investor Behgjet Pacolli and the Turkish partner YDA Insaat Sanayi ve Ticaret. In December 2022 Mabco took full control of the shares.

The government has applied for the missing traffic guarantee for this project.

According to the documents made public at that time, the guaranteed income in the basic scenario for the first 10 years of operation is predicted to be 9.6 million euros in the fourth year, 10.3 in the fifth year, 11.2 for the sixth, 12.1 for the seventh and so on. with a culmination of 18.6 million euros in the thirteenth year from the signing of the contract.

In total, the guaranteed income should be around 138 million euros. The contract foresees that the airport will be completed in 2024./Monitor
