The State Cadastral Agency is expected to transform into a fully digital institution by the end of next year. Director General Lorena Goxhobelli, at a partnership roundtable organized to discuss the achievements, innovations and challenges of the State Cadastral Agency in this transformation phase, said that the work on digitalization is progressing at a very good pace and that this process not only facilitates the daily work of this agency, but above all significantly increases the quality and security of cadastral information for every citizen.

"Today we are closer than ever to the digitalization of cadastral maps. Together with UNOPS, we have begun work and a time-consuming process for the full digitalization of 33 thousand tablets. The end of 2026 will find us with a completely digital Cadastre," said Goxhobelli.

The Cadastre has recently increased the number of automatic services through blockchain technology to 10, and has finalized the payment directly through the e-Albania portal with a bank card, without the need to appear at the post office or at bank counters.

"The digitization of data and the use of blockchain technology has given us the opportunity to automate part of our services. At the beginning of 2025, we had 5 automatic services and today we have 10 such services offered to citizens. Currently, 10 to 15% of our daily services are automatically generated by the system. And a good news in fact in recent days is the finalization of the possibility of making payments via e-Albania with a bank card. A functionality that we have been working intensively on with AKSHI in recent months and I am glad that we finally finalized it because now citizens will no longer need to stay at bank and post office counters in this case and no longer at ASHK and can make the payment where they make the application with just one click", said the General Director of the Cadastre, Lorena Goxhobelli.

And yet, she said, digital transformation does not mean distancing from the citizen; on the contrary, it aims for simplification, accessibility and shorter processing times for applications. Exploiting the advantages created by Artificial Intelligence remains another ambitious objective of the Albanian Civil Service Commission throughout 2026, Goxhobelli emphasized following her speech.

"With the completion of the digitalization of cadastral data, we believe that all the prerequisites have been created for utilizing the benefits brought by the use of Artificial Intelligence, which we strongly believe will give a new impetus to the way we serve citizens with quality and on time," said Goxhobelli.

While this year's strategic focus has been on digitization and initial registration, two fundamental processes that are not only improving service to citizens but are also laying a strong foundation for ensuring the security and clarity of property rights, another significant indicator for the State Cadastre Agency is the reduction in the processing time of citizens' applications. Currently, 79% of applications are processed within the legal deadlines.

Present at the ASHK Partnership Roundtable were the Minister of State for Local Government, Ervin Demo, the Director of the Territorial Development Agency, Adelajda Roka, the Head of Cooperation at the EU Delegation, Ritva Heikkinen, the Head of the Council of Europe Office in Albania, Giulia Re and representatives of other Albanian institutions and interest groups related to issues of ownership, notary service, real estate market, etc./ CNA
