Parliament approves 2026 budget/ New fiscal package also passes after a marathon

The Assembly approved the 2026 budget of 8.8 billion euros after midnight on Friday with 81 votes in favor and 16 against, closing the debate process on the main financial document of the year.

In the same session, the new fiscal amnesty was also approved, through the draft law "On the cancellation, extinguishment and payment of tax liabilities to the central tax administration and liabilities payable to customs", which passed with 73 votes in favor and 14 against.

The law provides for the automatic cancellation of all tax liabilities accumulated until December 31, 2014, except for social security and health contributions. The total liabilities affected are estimated at around 2 billion euros, of which 1 billion euros are debts over 10 years old that are fully forgiven.

For liabilities incurred between 2015 and 2020, a forgiveness of up to 50 percent is foreseen, provided that the remaining portion is repaid by June 2026, while for the period 2020–2024, fines and late interest are waived if the principal is repaid within 2026.

There were also strong debates and clashes over the draft law "On the Fiscal Peace Agreement", which was approved with 75 votes in favor amid objections from the opposition and some left-wing MPs. The opposition announced that it will take this law to the Constitutional Court, while the President's review is also expected.

The rest of the fiscal package was also voted on by a large majority. The changes to tax procedures received 81 votes in favor, those to the VAT law 80 votes in favor, the changes to income tax 84 votes in favor, and the additions to the local tax law 81 votes in favor.

Amendments to the law on invoices and circulation monitoring were also approved, as well as the draft law on the revaluation of real estate with 76 votes in favor./ CNA
