The member of the National Council of the DP, Akil Kraja, says that Albanian consumers are without alternatives and unprotected in the face of technological risks.

The region reports that the problems encountered are numerous.

He says that the service is degrading and a situation which, in fact, without any hesitation, could be labeled a digital disaster with extraordinary costs for our national security.

For months, Albanian consumers have been expressing many concerns in the face of the decline in the quality of service provided by mobile phone operators in the country. Inability to port the number, non-reconciliation of payments, high costs, service interruptions. There are many problems encountered. A service which is degrading and further as it is happening in the last days as thousands and thousands of customers of one of the two companies in the market are unable to communicate normally.

A degradation of the mobile phone service which comes directly from the lack of adequate action by the Electronic and Postal Communications Authority, which has the obligation to protect the Albanian consumer and to require operators to respect the legal and commercial standards that regulate this market. A market, which is currently in a duopolistic situation, with limited competition and non-substitutable alternatives. We recall that in 2005, two mobile phone operators were operating in Albania, one of which was owned by the state.

After the finalization of its successful privatization by the democratic government, and the opening of the market to foreign and local investors, thus increasing competition and offers for the local consumer, Albania reached the number of 4 private telephone operators in 2013. The level of Internet penetration increased from 4.9% to 63% and mobile phone penetration from 36% to 184% in the span of a few years. Digital Albania became a tangible reality. Unfortunately, instead of progressing, today in Albania we are experiencing a digital catastrophe. The personal data of millions of Albanians, derived from e-Albania, is easily trafficked on the black market. The digital cadastre is turning out to be a mega-failure with incalculable consequences for the properties of Albanian families and entrepreneurs.

Dhe sikur këto të mos mjaftonin, tregu i telefonisë celulare nga 4 operatorë në 2013, ngushtohet aktualisht në 2, ku një nga operatorët nuk arrin dot të sigurojë as shërbimin më minimal. Konstatimi është evident. Qytetarët dhe konsumatorët shqiptarë janë pa alternativa dhe të pambrojtur nga shteti dhe agjencitë përkatëse përballë rreziqeve digjitale. Një situatë e cila në fakt pa asnjë hezitim, mund të marrë emërtimin e një katastrofe digjitale me kosto të jashtezakonshme për sigurinë tonë kombëtare. Një katastrofë digjitale e cila vjen në fakt nga amatorizmi, abuzimet, korrupsioni e kriminalizimi i një administrate që nuk i shërben taksapaguesit dhe konsumatorit shqiptar, por interesave korruptive anti-konkurrencë, anti-ligj, anti-treg të klientelës qeveritare të Kryeministrit Edi Rama./ CNA
