The scandal with Tirana-Elbasan road/Documents that overthrow Monika Kryemadhi’s declaration, and SMI abuse at the Ministry of Transport

Invited to the show ?Open? on Top Channel last night, the chairwoman of the Socialist Movement for Integration, Monika Kryemadhi, was asked about the scandal of losing the lawsuit in arbitration against the Greek company ?Aktor? that built the Tirana-Elbasan road.
Kryemadhi denied that its officials have responsibilities in this matter, despite having run the Ministry of Transport and the Directorate of Roads in the period 2013-2017.
Commenting on the two additions to the contracts, which were the essence of the loss of arbitration, Kryemadhi said:?There is no signature of Edmond Haxhinasto. There is no signature of Dashamir Xhika. The contract was signed by Afrim Qendro who was the chairman of the Technical Council of Road Authority, it was signed by Sokol Olldashi and Damian Gjiknuri?.

But what is the truth?

The first addition to the contract as evidenced by this letter was made to the Technical Council of Road Authority of the Republic on July 15, 2012, when the Ministry of Transport and the Road Authority were headed by representatives of the Democratic Party, then in power.

The second addition is exactly the decision of the Technical Council that you see in these attached photos, taken on 23 February 2016. As announced in the letter, the board set up with the signature of Minister Haxhinasto on 3 July 2015, has considered the problems and claims of the ?Aktor? company.

While on February 23, 2016, Road Authority has taken the decision to approve the second addendum to the contract. Kryemadhi?s first lie is the claim that the additions were signed by Damian Gjiknuri. The latter took over the Ministry of Transport in September 2017.
Gjiknuri even ordered the audit of the Tirana-Elbasan contract and submitted to the Serious Crimes Prosecution the criminal report for the former chairman of Road Authority Dashamir Xhika and the Management Unit of this project Aksel Qurduka and Albens Alite.

The audit found financial effects with economic loss in the amount of 54 million dollars from the signing of contract amendments without financial resources. On the basis of this report, the prosecution arrested the accused who ironically are all free today.

The other lie of Kryemadhi was the statement, that the additions were signed by Afrim Qendro in the capacity of the chairman of the Technical Council. As can be seen in the attached letter, Afrim Qendro is not chairman but secretary of the Technical Council, while chairman was Dashamir Xhika of SMI.
The most important fact is that in the decision of the Council with the signature of Xhika, Qendro wrote ?I do not agree?. It is clear that the conflict and the claims of ?Aktor? company are based on the decisions taken at the time when the Ministry of Transport was headed by PD (year 2012), and after by the SMI of Monika Kryemadhi through Edmond Haxhinasto and Sokol Dervishaj from 2013 to September 2017.

The Directorate of Roads was headed by Dashamir Xhika, criminally reported to the prosecutor?s office from Gjiknuri, arrested by the prosecution, and released from the court, while today he continues the party campaign alongside Monika Kryemadhi in Elbasan./CNA.al
