Rinderpest/ Ministry of Agriculture: Total number of outbreaks so far is four

The Ministry of Agriculture has made an official statement regarding the plague disease that has affected small ruminants in our country.

In the announcement, the ministry says that the total number of outbreaks reported to date is 4, where 716 small livestock have been affected, of which 25 have died.

The ministry further states that the trade in sheep and goats or their collection has been prohibited.

Only their transport to slaughterhouses with the relevant documentation is allowed.

In the context of transparency and public information, we would like to inform you that Peste des Petits Ruminants (PPR) is a serious, highly contagious viral disease of small ruminants, which has high mortality rates of up to 100% of the herd, causing economic losses, but does not affect health and is not transmitted to humans.

The first confirmation of the disease of Peste de l'Orientale in the Republic of Albania was made on 4 June 2025, located in the village of Domen, administrative unit Postribë, Municipality of Shkodër. Subsequently, the second case was confirmed on 5 June in the village of Vrenjt, administrative unit Kastriot, Municipality of Dibër; the third case on 9 June in the village of Val, administrative unit Martanesh, Municipality of Bulqizë; and the fourth case on 11 June in the village of Polenë, administrative unit Qendër, Municipality of Skrapar. The total number of foci (herds) reported to date is 4. The number of affected small animals is 716; dead, 25 heads; eliminated, 153 heads; while the other heads are in the process of elimination.

 

With the confirmation of the first case of Peste de petits ruminants (PPR) disease, the Ministry of Agriculture and Rural Development has immediately taken the necessary measures to prevent and control the spread of the disease in the territory of the Republic of Albania. In accordance with Order No. 802, dated 9.10.2024, “On the approval of the National Contingency Plan for Peste de petits ruminants”, the National Crisis Center was immediately convened, with representatives from the Ministry of Interior, the Ministry of Tourism and Environment and the Ministry of Defense, to coordinate actions and receive information on the measures taken by the Regional Crisis Center, which has identified the Administrative Units and villages within the protection (3 km) and surveillance (10 km) zones.

The Minister's Orders clearly stipulate that for every confirmed case of this disease, measures will be taken to restrict the movement of live animals.

Nisur nga situata shqetësuese dhe përhapja në disa vatra e sëmundjes, prej datës 9.6.2025 ka hyrë në fuqi Urdhri i Ministrit nr. 575, “Për ndalimin e përkohshëm të lëvizjes së dhenve dhe dhive të gjalla në territorin e Republikës së Shqipërisë”. Ky Urdhër i shtrin efektet e tij në të gjithë territorin e vendit, duke ndaluar lëvizjen e kafshëve të gjalla të llojit dhen dhe dhi nga ferma në fermë, shtegtimin dhe kullotjen në kullota në përbashkëta. Ndalohet përkohësisht tregtimi i kafshëve të llojit dhen dhe dhi në tregjet e kafshëve të gjalla, mjedise te hapura, panaire dhe grumbullime të tjera. Kjo masë ka karakter të përkohshëm dhe është ndërmarrë në funksion të mbrojtjes së shëndetit të kafshëve, sigurisë ushqimore dhe interesit të blegtorëve në vend.

Ftojmë të gjithë subjektet dhe fermerët të zbatojnë me përpikëri këtë urdhër, duke bashkëpunuar ngushtë me autoritetet veterinare lokale.

Autoriteti Kombëtar i Veterinarisë dhe Mbrojtjes së Bimëve ka nga ngritur 39 grupe kontrolli, duke monitoruar deri më sot 983 ferma të imtash, me një total 164.803 krerësh dhen dhe dhi në rang vendi. Qëllimi kryesor i grupeve të kontrollit në terren është monitorimi i fermave të vogla blegtorale, evidentimi i situatës epidemiologjike në terren dhe përcaktimi i fazës aktuale të sëmundjes, si bazë për ndërhyrje të mëtejshme, të orientuara dhe efektive. Gjatë monitorimit, grupet e kontrollit kanë kryer rritjen e ndërgjegjësimit të fermerëve për rrezikun ekonomik që paraqet kjo sëmundje. Gjithashtu, veterinerët zyrtarë kanë bashkëpunuar ngushtë edhe me organet e Policisë e Shtetit, për të mundësuar kontrollin e lëvizjes së kafshëve brenda vendit dhe marrjen e masave për rastet flagrante. Gjatë kësaj kohe shërbimi veterinar ka bërë ndërgjegjësimin e fermerëve duke i informuar mbi sëmundjen e Murtajës së Ruminantëve të vegjël (PPR). Pjesë e ndërgjegjësimit ka qenë edhe përgatitja e posterave për sëmundjen e Murtajës së Ruminantëve të Vegjël (PPR) dhe informimi i publikut nëpërmjet faqes zyrtare të AKVMB-së dhe në rrjete sociale.

Gjithashtu, prania e sëmundjes së Murtajës së Ruminantëve të Vegjël (PPR) është njoftuar rast pas rasti në Sistemin e Njoftimit të Menjëhershëm të Sëmundjeve të kafshëve të Bashkimit Evropian (ADIS), dhe është kontaktuar edhe Zyra e Emergjencave për Sëmundjet e Kafshëve pranë Komisionit Evropian, e cila ka shprehur gatishmërinë ndaj kërkesës së MBZHR-së për të dërguar në Shqipëri një mision teknik.

Today and tomorrow, on 13.06.2025, a meeting is being organized at the premises of the Ministry of Agriculture and Rural Development, with the participation of two experts from the European Commission, representatives of the Ministry of Agriculture and Rural Development, AKVMB, ISUV and the Professional Order of Veterinary Doctors of Albania. Today, these representatives will conduct a field visit to one of the outbreaks where the presence of the disease has been confirmed. At the end of the visit, the EUVET Technical Mission of the European Commission will provide recommendations regarding the management of the situation and strategies for controlling the presence of Peste de petits ruminants (PPR).

This rapid and coordinated response with DG SANTE to the first case of PPR in our country is an indicator of Albania's commitment to respecting European standards in the field of veterinary health and safety.

The Ministry of Agriculture and Rural Development calls on all farmers to strictly implement biosecurity measures on their farms and to avoid any movement of animals outside the farm, by implementing the rules in force and by cooperating for a common good: the livestock economy in the country. The Ministry of Agriculture and Rural Development appeals to all farmers and stakeholders involved in the livestock sector to immediately contact the toll-free number 08003366 in any case of suspicious signs or deaths in livestock.
