The Minister of State for Parliamentary Relations and at the same time the Political Leader of the Socialist Party for the Diaspora, Taulant Balla, through a video message responds to the interest of the diaspora on how they can benefit from the "Mountain Package", a law already approved by the Parliament that aims to promote investments in mountainous areas, especially by Albanians in the diaspora.

"Many write and want more information about the Mountain Package. This is a new policy, a new approach of our government for the development of mountain areas and agrotourism in them," said Balla.

He explained that any citizen who has owned a piece of land or plot of land for more than 10 years, even in the absence of a certificate of ownership, can benefit from this package.

"It's very simple. If you or your family have owned a piece of land for a period of over 10 years or you have a plot of land that your family claims is the plot that your grandfather left you in the village and this land is the land of your ancestors, but for this piece of land, for this plot you have no papers. You have never had a certificate of ownership. There is no problem, that's why we thought of the Mountain Package. And whether it's for this land that you have owned for a period of over 10 years or for this plot that your grandparents left you. You will go to the municipality within which this land is located. So, if you are a resident of Malesia e Madhe, for example, then you will go to the Municipality of Malesia e Madhe and there you will ask for a certificate from the Municipal Council. So, you will make a request and ask the Municipal Council to certify that you have owned this land for ten years or this plot, it is a plot that the area there knows about "It's all a piece of land that belongs to your family, so it was inherited from your grandparents even though you don't have any ownership certificate," Balla explains.

After this step, state institutions will provide applicants with permits to develop mountain economies, such as agrotourism, farms, processing or collection points.

"So, if you are going to apply to receive the certificate to do an agrotourism, so I'm talking about a small farm with a small hotel and a restaurant there to serve, then you will have a business plan and once you have completed 100% of the planned investment, you will also receive the mortgage of the plot or land that was left to you or that you have from your predecessors and here there is also an offer or a proposal from the government. And which is a natural proposal that the entire tourism sector benefits from fiscal incentives, but in the case of the mountain package we have another proposal", - said Balla.

Balla also emphasized that the first 500 entrepreneurs will benefit from exceptional fiscal incentives: zero taxes and zero VAT for 10 years.

"Imagine starting a business, opening an agrotourism business, a hotel, a restaurant or a processing point, and not paying any taxes, neither local nor central, for 10 years," said Balla.

At the end of his message, Balla called on all Albanians to take advantage of this unique opportunity.

"Dear sisters and brothers, not only in the diaspora, but in Albania, and who have land or a plot of land that their grandparents inherited, but who do not have a single piece of paper, with the entry into force of the mountains package, you will have a golden opportunity to develop that land and turn it into a profitable opportunity, for you, for your family, but also for our common Albania," Balla said./CNA
