The DP MPs have submitted to the Assembly the request for changing the agenda of tomorrow's plenary session.

The Democrats have asked for a motion with a debate without a time limit, to give every deputy the opportunity to speak about the scandal of the former FBI official, Charles McGonigal, and his connections with Prime Minister Edi Rama.

Madam Speaker of the Assembly,

In recent days, Albanian and international public opinion has been shocked by a scandal of international proportions that has also involved the Prime Minister of Albania, Edi Rama.

Sipas te dhênave te publikuara nga Byroja Federale e Hetimit (FBI), Departamenti i Drejtèsise Amerikane, dhe media amerikane e nderkombetare, me 21.01.2023 eshte arrestuar zyrtari i larte i FBI, Charles McGonigal, i akuzuar per shkelje te sanksioneve ndaj oligarkut rus Oleg Deripaska, me lidhie te ngushta me Presidentin rus Vladimir Putin, si de per fshehje, manipulim de falsifikim te te dh@@nave për kontakte te papërshtatshme me shtetas te huaj, ku perfshihet Kryeministri shqiptar Edi Rama dhe dy bashkepunëtore te tij qe nuk mbajne poste zyrtare ne Republikën e Shqipërise.

Ne padine e ngritur ndaj z. McGonigal pran@ Giykates se Distriktit te Kolumbias (Uashington), renditen nje sere faktesh qe lidhen me te paktën 5 takime te fshehta te zhvilluara mes Kryeministrit Rama dhe z. McGonical, ne pranine e dy personave te tjerè qè kanë bashkëpunuar dhe vepruar ne emër tê z. Rama, perfshire përmes mitmarrjes se shumes sè 225 mije dollarëve per te ndikuar ne zhvillimet e brendshme politike ne Shqipëri.

Kjo ngjarje e rënde eshte bère publike pas nje hetimi te thelluar dy-vjecar nga zyra e FBI ne Los Angeles ndaj dy zyrave te FBI ne Nju Jork dhe Uashington, duke iu nënshtruar tashme nie procesi giyqësor ne gjykatat e ketyre dy shteteve.

Njekohesisht, duke patur parasysh se oligarku Oleg Deripaska duhet te ishte i sanksionuar edhe nga Shqipèria qe prej 8 Prillit 2023, si vend kandidat qe baton sanksionet e Bashkimit Europian, rezulton se ai vazhdon te zotëroje biznese te licensuara dreitpërdrejt nga Qeveria shqiptare, ne shkelje te drejtpërdrejte te ketij detyrimi politik dhe ligjor.

Duke patur parasysh përmasën e jashtezakonshme te këtij skandali te paprecedente, ku Kryeministri shqiptar Edi Rama përfshihet si subjekt hetimi de akuzash per perfshirje ne korrupsion nderkombetar, minimin e besimit te publikut ndaj institucioneve te shtetit shqiptar dhe cenimin e marrëdhënieve politike de diplomatike ndërshtetërore ndërmiet Shqipërise dhe Shteteve te Bashkuara te Amerikës; si de, bazuar ne Nenin 31 pika 2 dhe Nenin 98 te Rregullores se Kuvendit, nje grup deputetesh kerkon:

1. Changing the Order of the Day of the session on 02.02.2023, 10.00 am;

2. In accordance with point 1, the inclusion as the first point of the Agenda of a Motion with Debate for the above matter.

3. We request that the Debate not have a time limit, giving every MP the opportunity to express himself.

The President of the Assembly to convene the Conference of Speakers immediately after the submission of this request, before the start of the Plenary Session on February 2, 2023, at 10:00 a.m., to change the Agenda of this session according to the above request.
