"It is not a commercial commodity"/ Zhupa files draft law banning

Democratic Party MP Ina Zhupa, through a post on social networks, declared that she has submitted to the Parliament a draft law that prohibits concessions in the field of cultural heritage.

Zhupa writes that this draft law aims to amend the Law on Cultural Heritage, which the MP says was drafted in violation of the UNESCO Convention.

Further, Zhupa states that cultural heritage is part of national identity and not a commercial commodity.

"Today, on National Cultural Heritage Day, I have submitted to the Assembly the draft law prohibiting concessions in the field of cultural heritage.

This draft law aims to amend Law No. 27/2018, which was drafted in violation of the UNESCO Convention for the Protection of the World Cultural and Natural Heritage (Paris, 1972). Even the accompanying report of the Council of Ministers itself, at the time the law was adopted, acknowledges this deviation.

With these amendments, articles 171–173 have been reformulated to close any space that allows the transfer of cultural heritage administration to private parties, through formulas such as PPPs or concessions. They will only provide for the possibility of donations or grants, without affecting state-dominated ownership and administration.

Our cultural heritage is not a commercial commodity. It is part of our national identity, the history and the spirit of this country, and as such, cannot be privatized in the name of concessionaires for economic interests.

"As Chair of the Culture Committee, I remain determined to do everything possible to ensure that this heritage is protected, elevated, and passed on to future generations as it deserves: intact, dignified, and inspiring ," Zhupa writes.
