The Ministry of Culture reacts after Muçollari's denunciation:

A day ago, member of the Democratic Party Presidency, Grigels Muçollari, denounced the government's non-transparent plan to relocate the National Library from its historic building to Skanderbeg Square, according to pacts being made with Edi Rama's friends who benefit from towers on state property, in exchange for the construction of government offices.

Muçollari filed the complaint based on the announcement made by the Investment Corporation, which had announced a competition to receive projects related to the relocation of BK.

According to this information, it was understood that the private developer would develop the project in the area known as "German Villas".

No clarification, no transparency about what would happen to the National Library, why this relocation was being made, and what would be the fate of the existing building, adjacent to the Palace of Culture.

Following this denunciation by Muçollari, the Ministry of Culture has reacted today. Through a notice distributed in the media, it announces that the National Library will be built near the Lake Park. Meanwhile, state property, namely the land in the area near the "German Villas", an already coveted and very expensive part of Tirana, will be given to the private sector to develop its building, tower, and business there.

"The new building aims to meet the growing needs of the community of readers and researchers, by creating a modern and functional space, which will offer not only larger facilities for reading and scientific research, but also optimal conditions for the preservation and archiving of the National Library's holdings."

This new building will integrate the most advanced information technologies, enabling the digitization of the collection and easier access to study materials through online platforms.

This comprehensive approach guarantees that the capital city will have a National Library worthy of European standards, which will not only support the intellectual development of the community, but will also increase its prestige as a national and regional center of knowledge.

It is important to note that this project is being implemented through an innovative public-private partnership model, where the Albanian Investment Corporation will play the role of intermediary between public and private institutions, as well as the developer. The public institution benefits from a new, modern library, while the private partners bring financial, human and technical resources for the implementation of the project. This will make it possible to build the library without any additional financial cost to the state budget. Meanwhile, the state-owned property in the area of ??the former “German Villas” will not be used for the construction of the library, but will be made available for an economic development that will contribute to the financing of the project.

This project represents an excellent example of the efficient use of public resources to create new values ??and improve the cultural and social life of the city of Tirana. It aims to fulfill the public interest by adding additional facilities to the capital for the National Library, and at the same time, through entrepreneurship, it makes possible the transformation of the area of ??the former “German Villas,” a strategic location known for its dynamic urbanization and proximity to major urban nodes, into a multifunctional center that will serve as a driver for the economic development of the capital.

The process is transparent, being carried out through a competitive procedure open to all, in accordance with the highest standards of urban development.

"Relevant institutions are open to cooperate and provide any necessary information, thus guaranteeing that the process will be open and accessible to all citizens and interest groups," the announcement states.

Only after Muçollari's denunciation did the Ministry remember to explain to the public about this important object of culture and history of the nation. While it is its duty to make its plans for such relocation clear and transparent from the beginning. Of course, it is good that citizens, specialists and interest groups are also asked.
