ISP: Support for political dialogue, 4 recommendations for a functional

The Institute of Political Studies (ISP) welcomes the political dialogue in the Assembly that leads to the return of normality in parliamentary activity.

From October 2023, the political parties rejected requests and proposals that were now accepted, and the Assembly itself and the governing structures ignored the responsibility and reflection that they already showed in a few days. The last agreement confirmed the justice of the continuous appeal of the ISP and civil society on the direct responsibility of political leaders to avoid such crises, to have a sense of measure and institutional approach, to respect the principles of parliamentarism and constitutional rights, as well as to save precious energy and time for the country and society.

We are proud that with our non-public tables and intensive cooperation with the Assembly and important international actors we may have contributed a little to the promotion of political and institutional dialogue, a basic and classic function of a parliament in a democratic system.

Recognizing the challenges and priority needs of the country, ISP further appeals that:

I.? The Assembly should return to its constitutional functions in the political system, offering a higher level of parliamentarism, law-making and electoral reform function, parliamentary control over the executive power, proactive supervisory role and quality representation. In any case, the expected parliamentary acts and initiatives should not violate the independence of institutions, especially those of justice.

II. The parliamentary consensual spirit should treat with priority some decision-making of the Constitutional Court towards the parliament, which until now have been unfairly ignored.

III . The political parties in the parliament should address in the most comprehensive and transparent manner all the priority issues of the electoral reform, including the decisions of the Constitutional Court, the suggestions of the Venice Commission, the recommendations of the ODIHR/OSCE and the civil society.

IV. The Assembly is recommended to use the constructive parliamentary climate to start the process of reforming the internal regulatory acts, including the Regulations of the Assembly, the law on the deputy's statute and some elements identified during the implementation of the Code of Conduct and decriminalization standards.

ISP will continue to monitor the Assembly and parliamentary activity, as part of the civil and citizen contribution for a more representative, transparent and accountable parliament./CNA
