Signature for the Electoral Code draft law/ Former head of the CEC: 4 electoral

Former head of the CEC, Kristaq Kume, commented today on the green light given by the Central Election Commission to collect signatures for the draft law "On amendments and additions to the Electoral Code of the Republic of Albania."

In a television appearance, Kume stated that the only way for such changes to come about is through voting.

According to the lawyer, Albania should be divided into 4 electoral zones, while according to him, the electoral lists should be 100% open.

"The initiative for changes to the Electoral Code and the citizens' protest are not opposed to each other, but are complementary to each other. At the end of the day, whatever the citizen wants on the streets, the only way to bring about change is through voting, there is no other way. The square is a very good opportunity because we have a lot of people gathered and within a short time you can get dozens and dozens of supporters. The protest was announced about this and there was that reaction of those who either did not understand or are malicious and came out and said: "they came out to seize the protest". Absolutely out of the question. We will call on the citizens to become co-authors of this initiative. We are asking for better rules for the implementation of this system we have. That Albania be divided not into 12 but into four electoral zones. The elections be held with 100 percent open lists, thirdly, that the distribution of mandates between the subjects in the electoral race be done not with the current formula when they are "divisors one, two, three, four, five, but with odd-numbered divisors. All three of these create much better conditions to convert the will of the voters expressed at the ballot boxes in the most proportional way possible in the Albanian Parliament", said Kume. /CNA
