Amendments to the draft law "On granting amnesty"/ The Laws

This Monday, the Committee on Legal Affairs made several changes to the draft law "On Granting Amnesty".

These changes were taken into consideration based on the problems that arose from the implementation of the Law "On Amnesty" of 2024, related to the delay in justifying decisions and, consequently, the delay in taking final form.

But despite the positive efforts of the majority of members of this commission, the problem remained unresolved. This is due to the way Article 2 is worded, according to which the decision is final upon its announcement, regardless of the reasoning, only in the case of decisions of the Court of Appeal.

A formulation that would solve the problem in the first instance and would be in accordance with the will of the majority of members of the Committee on Legal Affairs, who voted today in favor of this change, would be as follows: "Convicted" is considered: a) a person convicted by the courts of first instance of general jurisdiction and the courts of first instance against corruption and organized crime with a decision announced by 31.05.2026, against whom no appeal has been filed or the right to appeal has been waived./ CNA
