What is Rama's proposal more than one mandate in the open lists
Prime Minister Edi Rama at the SP Assembly

The Prime Minister and Chairman of the Socialist Party, Edi Rama, today in the assembly of this party, unexpectedly came up with a new proposal.

After the changes in the Electoral Code, part of the list of candidates for deputies is open. So, there is not a limit of 10,000 votes, but there is a race and according to claims, almost 70% of the list has been opened.

In fact, the truth is that the number of the opening of the list is much smaller because the calculations are always made with the number of seats in the parliament with 140 seats, not with the majority which goes from 73-75, that is, about 50% , maybe something and less because of the gender places, which the ladies get in the lists.

But Rama's proposal was quite significant. How is it read?

Prime Minister Rama has been clear. Only some of the executive secretaries who will have specific duties such as the case of General Secretary Blendi Klosi, Organizational Secretary Damian Gjiknuri, Diaspora Secretary Taulant Balla and any other person will be on the winning lists, i.e. in the safe places.

And all the others, including the Prime Minister himself, will be on open lists.

So, in the open lists will be all those who have more than one deputy mandate, that is, who has 2 deputy mandates and further will be in the open lists, a strong competition will be created, among the socialists themselves from within each district they will run.

And the rest of the closed list will be of people who have only one mandate or with young people who will be decided by the prime minister, through the announcement of the names that he will make in the Presidency of the Socialist Party in the last moments of the announcement of list according to the deadlines required for registration at the CEC.

What Rama has done is quite simple.

All the people who are MPs today and will run again, all those who want to run again, all those who have two mandates, three mandates, that is, they are part of the SP, have contributed to this party and Rama finds it difficult to taken out of the scheme, out of the game, to take them out, he says you won't be because you've done so many years and the party needs to be developed, but he found another way.

He doesn't remove them by force , but he puts young people on the safe lists, he also puts a group from the secretariat and the rest of the deputies, so the calculation is simple.

The Socialist Party has about 47 seats in the safe list and this was explained very well by Prime Minister Rama, who said that out of 187 candidates, 140 are the open list and 47 are the closed list.

About 10 or 15 could be the secretariat and people with other duties. More than 30 people will be MPs who become deputies for the first time or have only had one mandate, and the rest remain.

In a simple calculation.

If the SP will aim to have 73-75 mandates, the remaining number of seats will be less than the 27 seats that will be in competition throughout Albania.

So, if the socialists, the socialist party in all regions of Albania will get 73-75 seats of deputies in the parliament, which make the majority, so they make the majority in the race to be elected from 140 people included here and Edi Ramën are only less than 27 places always according to the account 73-75 mandates won.

We must emphasize that not all 12 district leaders can be elected MPs, since in Berat, Shkodër and Durrës the district leaders are mayors, so these three places fall.

So, if we include 9 district leaders, of which 3 are mayors, 18 seats remain.

What is Rama's proposal more than one mandate in the open lists

So, an open battle that serves the Prime Minister.

He himself wins, the leaders of the political circles definitely win, so it becomes quite difficult for all the old members of the party, for all the people who have two or three mandates to be re-elected as deputies.

And the escape does not have to be violent with expulsion, but the escape is a race, you collect a bag of votes and give them to the party, then the party takes power, you run away as a deputy and go serve in another country.

This is the spectacular solution given by the Prime Minister by putting all the socialists in the race for a small number of seats to be elected because in fact most of them are decided by him and are occupied as we pointed out the fact of about 47 seats, where they will be a part of the secretariat and young MPs, the other part in the battle to collect votes that serve the chair of the prime minister to be re-elected and in the final the departure and the change of the party in a spectacular way since you can't run away and leave land burned behind, but you will fill the party's bag and keep Edi Rama prime minister and then you can go wherever you want./ CNA
