I welcome those 135 of you, who are sitting for the first time close to our great political family, performing with dignity in your communities the duty of representative of the assembly.

Dear National Assembly of the Socialist Party!

Today we open a new chapter in the life of this family. From this station, where we will conclude the internal election processes, also charging the new leadership team, we will head towards the confrontation for the 4th governing mandate of the Socialist Party, next spring. In 6 months, our new SP 2030 representative team for Albania 2030 should be ready to officially enter the field. This time, based on the new electoral law, our representative team will be 187. 140 of them are on the voting list for the open race in the people and 47 in the closed party list. It is appropriate to share with you today that the best thing is that the deputies with more than one mandate, without excluding the political leaders of the districts that fall into this category, where I personally belong, are in open competition like everyone else, while only a few of them will be on the closed list, who will have specific leadership and coordination tasks, such as the General Secretary and the new political leader of the diaspora, in the conditions where they will life and the first time of participation in elections of Albanians outside the homeland.

This means that the main part of the closed list will be MPs with only one mandate and young men and women who will win the place on that list, standing out from now until February in individual competition from inside or outside party in support of our ruling majority with political commitment in their places of residence or professional affiliation on the ground and in social networks. As always, when I talk about young people, I don't just mean youth, but the new mentality and the new forces for change.

Our SP 2030 representative team should be the epitome of our ambition for Albania 2030. It should embody the energy of the progressive forces and individuals of society in the city and in the countryside, who dictate the pace of development in different directions and sectors of the country's life. and of course it must integrate the precious political experience of those who have served it with dignity and with results, ideas, goals, programs and the SP team in the Assembly and in the communities where they have been engaged during these years of epochal transformation for Albania.

Albania is becoming and PS 2030 should be the team of those who are making Albania in the middle of political engagement, as activists of the Socialist Party or civic engagements as carriers of progress in the public, university, economic and social life of the country.

Dear friends.

Some say we win because we use power to get votes, they even say we buy votes.

Some say that we have won until now because we have had no alternative, and even say that they themselves offer new alternatives. Others go even further, saying that we win because according to them Albania is a dictatorship and because "internationals close their eyes to the great evil that we are", because "foreigners want stability, not democracy in Albania", because "we they corrupt them", because "we don't respect them", because "America loves us for its puppets in the region", and because other brave fools like these. You are paying attention. All of them come together from different paths to the point that there are no elections in Albania, as long as we always win them. But on the other hand, they are all the same, because they belong to the same old road and rusty Balkan Ottoman mentality, if you will. They are so alike in some things, as simple as they are meaningful, that any reasonable person who sees with his own eyes, hears with his own ears and reasons with his own mind, understands it quite easily because we win and we will win again . While they, our opponents, be they old or young in age, only lose and will lose again.

Here comes the word. They wake up later than us and sleep earlier than us.

They talk more than we do about all things, and about everything they talk about, they know much less than we do.

They take the whole day of the god only us. Whoever poisons the people more towards us and they do not do their work for a single day to instill some more confidence in the people for themselves. Their approach to the criminal event a few weeks ago in Pogradec, is a fresh, significant example to illustrate who they all are together. Everyone in politics and the media tried to manipulate him and use the murder of a young boy, an overdose of propaganda poison, to incite hatred against us. With the dizzying speed of lying to get money, a film of the black chronicle was produced, all the possible evils were gathered together. While the clear communiqué of the Korçë district police about the event at best, was thrown into the corners of news and media comments and opinions, which were dominated by the criminal fantasy of liars and the extremist language of political and media speculators.

It was further said that the murder was the result of an unpaid fine for which the fined victim was killed by a gang of fines. Lie. There was no fine.

It was written that Pogradec became a cell in the 80s where the law was made by gangs of fines. Lie! Pogradec is one of the areas most undisturbed by any kind of criminality in Albania.

It was noted that the police had tried to hide the crime. Lie. The speed of police actions in identifying and arresting the perpetrator is documented.

The story spread that the perpetrator of the crime had political protection because one of his uncles was a high exponent of the SP in Pogradec. Lie. Not only is it universally known that the SP does not politically protect even its ministers when they are required by justice, but in this particular case the uncle in question, who was once part of the SP, is a person who was later convicted for abuse of office and for a long time has nothing to do with any commitment of the SP, while the deceased is, he was a member with a tessera of the SP and was not the owner of the bar where the collision took place resulting in his murder, but an employee of OSHEE.

But until the truth put on its pants, the lie with 7 tails made the rounds of our small country 7 times. Even with the help of an incompetent at best and irresponsible at worst prosecutor who, without conducting any investigation, changed the police determination from intentional homicide to manslaughter, revolting young and old. Thus the people were given, without an iota of shame or mercy, the overdose of poison to make politics with a tragic death, even by organizing a fraudulent protest, against the government, while the matter had been properly handed over by the police to another power, to the court, as early as the first hours after the event. In order to wash away the thick water with the thin water, the prosecutor's office of the judicial district of Korça went and took the defendant and a patrol policeman, showing that he does not even know the role of the patrol in such cases, the investigation of which is beyond any competence of the police patrol. But, worse still, doing politics instead of doing the only job it should do, a fair, impartial, independent and speedy investigation. This is neither the first nor the last political and media game, when the truth is buried inside the dirty sock woven with lies. In these new times for the whole world, the rivers of fake news disinformation, constantly swell from the streams of all kinds of polluted sources, which carry the poison everywhere through the endless channels of the online world.

For our opponents who have no idea, no positive alternative for the people of this country, no team worthy to manage a car wash business and not Albania anymore, producing and distributing as much poison as possible, using every tool without any scruple and disinformation channel is the only alternative left.

We are guided by ambition for Albania, they are guided only by hatred towards us.

We know, we love and we are making Albania. They do nothing but destroy anything we do or have to do with us, including the book of our houses, and they neither want nor know how to do anything else.

I am always dissatisfied with the good works we do. They are always pleased with the bad words they say about me. Even I always try not to let you be satisfied when we finish a job as big as possible because I always want us to see how much work is still to be done. They are happy even when they set fire to the parliament because that is the biggest thing they know how to do. So much the worse for them. But I can't say much better for us. Because in order to govern Albania, which must definitely climb to the new peak of 2030 to place the national flag among the flags of the EU member states, and to deal with opposing forces, which are not a challenging alternative, but battalions and squads of people despondent, the destructive, ridiculous force that comes around and kicks like those headless crowds of fans when they leave the stadium drunk after a loss, is to live daily with the fatal risk of complacency and losing one's vigilance to the threat of power to the very people who exercise it.

Until today, we have managed to generally avoid this risk at the high levels of exercising power and to have a capacity for self-criticism and reaction to our weaknesses, shortcomings, mistakes or mistakes, which is why we have won 9 times in a row. When we failed, we took a significant cost. In any case, even a large cost. But people have not taken away their trust in us to lead precisely because they have seen that we have not only never stood by, nor held hands, but also accepted guilt and apologized like no one before, reflecting and correcting as much as we could. .

During this difficult path, we have not simply changed people in the government.

How many times has it been necessary to change the approach or pace of work in one direction or another, but we have consistently addressed critical situations or troubling problems, actively intervening in improving the governance system and constantly correcting our work methods.

How much gossip and conspiracy theories were made about our new project of good governance, rule of law and anti-corruption. "No, they are afraid of SPAK, they don't want to control justice, they joined "non Grata" to protect themselves from justice and I don't know what other fantasies.

In fact, the complete opposite of all this is the truth of that project, which started despite all the absurd resistance of those who have no idea either of European statehood or of the content of the process of the neo-Gothias of Albania's membership in the European Union , which is directly needed for this project.

This project will go to the end under the direction of our colleague and friend Fatmir Xhafa, regardless of whether they want it or not, who so far don't want it.

Also, our new transparent Albania project will be made public soon and will go to the end, which will pay off the debt we still owe to our citizens regarding the quantity and quality of information in real time. on our decision-making at every level. Why do you still bring up these examples among others? Because this proactive approach from a great formative and transforming force, to precede tomorrow's work and learn from today's work, has been during these 3 mandates at the head of the country, the guarantee not to fall asleep on the laurels of previous victories and has compensated us to some extent, the frightening gap of serious opponents and real alternatives to our government.

By not staying in the country for a single day of these 11 years in charge, we have managed to make possible for Albania many things that until yesterday seemed impossible to happen in our lifetime. The explosion of touristic Albania is perhaps the most indisputable among these things because it can be seen from everywhere and affects everyone's attention. But the things done are too many to count not in a word like this, but in a whole day, really. This is why today those who say "Albania will not be done" are far less than the mass chorus of those who repeat this depressing message, wherever and whenever, up to 10 years ago. That's why it's also funny because to cry, we can't cry for them, when they bring out a leadership team for the next elections like the one that came out a few days ago, I believe you saw it. And it eats my mind just like me, you too have gone, half the desire for battle. The end of the chronic losers, one more exhausted than the other, the same ones who brought out Lul e sekrestre victorious time and time again and now they will seal the victory on the window of the eighth floor.

And then they say you can't win against the dictatorship of Edi Rama and SP. In fact, this "dictatorship" of ours is like the dictatorship of Gim Fagu and Gaz Çaç on the basketball court, when you entered the warm-up you looked at them, they looked weaker than the other time and you said "oh, today we will beat them" '. And when the game started they would make the pitch look like it was smaller for you and bigger for them. And, even the reserves where they entered the game looked stellar. The revitalization of the party immediately after each victory, reading the victory with a critical eye, going to all the scoreboards as if to peel rice in the whole territory and the ambition to improve the result, the preparation started very early for the next elections with the reorganization and renewal of the socialist organizations, they have returned to us in victory. In the victory and more significant in the following. Victory does not belong to the one who only loves it, but to the one who loves it so much that he is ready to do anything to get it.

We have won like no other before in the history of Albanian pluralism and like no other Albanian party because the SP as it is after a victory has never been enough, but we have always tried to prepare the SP we need for the next victory. Our experience is really great right now and our strength as well, but greater than experience, we need today the strength to change more than ever before the team that we will prepare for the victory of the fourth term, because today the natural time has come for a younger generation than the one that has represented the SP of these 10 years, to have more place in the representation of the SP of the next 4 years. Those years towards the top of Albania 2030, a member of the EU, should also be the years of a wise change of generations to guarantee the leadership of the SP of the next decade, when Albania will face other challenges as an EU member state.

No old or new force in the political arena of this country has anywhere comparable its opportunity to the power of the Socialist Party to be the oldest and youngest party of pluralistic Albania. Who thinks otherwise, watches a film in the darkness of the cinema of infantile illusions and political bullshit. Yes, that film ends as soon as the lights of the reality of this country with all those great challenges, which saw the Socialist party in government, can only return to the darkness of the film that Albanians saw until we pulled Albania out of the pit of 11 years. before. This is not rhetoric. This is a fact. For all those who have an interest and respect for the facts, statehood is not a game of words, nor a competition of who insults, accuses or promises more without having anything in hand to seize power, but it is an uphill climb where only who he has the vision, the plan to overcome obstacles, and the resilience to not give up in the face of adversity, which only increases as he climbs to the top. And where does the resistance come from? It comes from the energy that is supplied by a leading group and has insurance for all those who are behind in the entire territory of the Republic of Albania without forgetting the desire and persistence to reflect, to learn, to improve and to grit their teeth when you stumble or fall to get back up and keep going.

Some say and say every day that Albania is worse today than it was. Yes indeed, there is only one thing that is worse today than 11 years ago in Albania, the Democratic Party of Albania. Remember this word today.

I don't see a cup and I don't predict the future, but we know how to read the minds of the people, not only do we have patronageists, but we already have a proven scientific structure that conducts monthly surveys of people's opinions. In the next elections, DP will hardly get more mandates than in 1997. Take note!

The only difference is that then the whole of Albania was in the abyss where that party fell. While this time, the abyss is the exclusive destination of that party only. A destination chosen with free will by its guiding leaders. Some say that Albania today is a country without light, without a future and even without the possibility to keep the spirit alive.

Without a future, in debt and in deep trouble, Albania was when the people drove away those who say these things the most.

While today, the future of Albania is a horizon that approaches every day, because every day Albania moves towards it, achieving more and more visible results in every direction. A figure, I did not pull it from the Socialist Party drawer, but from Google. When we took office, almost a quarter of a century after the collapse of the dictatorship, the total national production of Albania, i.e. the total amount of money produced in Albania, was 12.7 billion dollars. Within a decade, we've doubled that to about $25 billion. In the public data that you can find, it is enough to look for Albania's GDP, it says exactly 25.4. 12.7, 25.4. Of course naysayers will say that Google works for us, everyone works for us. But more than anyone, they work for us and work with great perseverance.

The economy is already growing in a sustainable way and therefore the salaries are today, incomparably higher, not only in the public sector where we reached the promised average of 900 euros before the forecast, but also in the private sector, where in the priority areas of development of the country, wages are still much higher than what is declared, despite progress in the fight against informality which is clearly insufficient.

The public debt, which when we took office was completely out of control, today is lower than it can be in memory, a few points below 60% and let's not forget that between 10 years ago and today, the earthquake came in the middle the pandemic that pushed the debt back up and the capacity to bring the debt back within the desired cage shows the strength of the economy, not the strength of the dictatorship. Its constant decline is important, among other things, because it shows that wages increase, the growth of the economy does not increase the adventure management of public finances. Increase the reforms and improvement of governance in general that are bearing new fruits, giving us the opportunity to think about a wider redistribution of the created wealth at every step. This is the greatest goal as a force of the left of the new century, which is not guided by ideological dogmas, nor by illogical illusions.

Thanks to the progress that we have ensured with painful reforms, inevitable vicissitudes and unstoppable effort and based on the positive parameters of the country's economic overview, today this major goal and non-negotiable principle of a left force is not simply the aspiration that we had 10 years ago, because today, we have finally created the basic conditions to make economic growth more comprehensive every year. In other words, every year more and more, the common man directly benefits from the growing economy and without question the strengthening of this new comprehensive profile of economic growth is our biggest challenge towards Albania 2030.

Winning this challenge does not only require further financial empowerment of all categories that have already started to see growth as an effect of general changes in their family economy.

This challenge is necessarily passed by the pensioners for whom we have done as much as we could, never as much as we wanted and at least we have never been deceived by the thought that we have done enough.

Some say that in order to increase pensions like the towers in Tirana, it is enough for those in power to stop the towers and raise pensions. If it were so, we would be ready to hand over the task to them immediately, without delay, not for the towers, but not for the power either. But the truth is that pensions are the most challenging part of the economic transformation we are bringing about.

Pensioners know how to appreciate our work for Albania better than anyone else, that's why they voted for us faithfully in all our election battles. Those with crystal diplomas and facebook titles and doctorates consider pensioners as a crowd that blindly follows the Socialist Party. Yes, the pensioners give them "not water in the tail of the spoon, they are giving them the spoon so that when they come home, they realize that it is empty". The pensioners know better than anyone else, that the Socialist Party grows, it cannot grow any of those who look at Albania as a square for their squares and take the Albanians as fools who can eat three times for cheese yes that soap, either when it is of the same color and shape, produced by the same troublemakers of Albania, or when it is served in different shapes and colors by some pehlivans with new faces, that type of cheese made with the sea water of turned into yogurt is simply the same soap.

The second week of next month, we will start not only sharing with pensioners an overview of our data and ideas for increasing pensions, on the way to Albania 2030, but we will also start informing about the implementation of a national plan for guaranteeing social security. This plan, which has been being worked on for months by a group of institutions and experts under the direction of the Ministry of Economy, Culture and Innovation, will aim precisely at the inclusion of pensioners in the sharing of economic growth income to go beyond the current end-of-year level and indexation annual pensions. But as of today I can say one thing clearly and bluntly: the increase in income from the state for pensioners in the following years cannot be significant, if we do not give it all together as a state, as a government, as a society, and especially as entrepreneurship, a significant blow to the abominable phenomenon of hiding real wages, which as a result directly hits social security income and steals what belongs to pensioners. In other words, this means that we will do with social security contributions what we did with electricity bills. And we will treat those who do not pay employees, social security according to their real salary, the same as electricity thieves.

Today, we are the country with the lowest taxes and social and health insurance in the region. There is no country in the Western Balkans - because I am not going to Europe because it is pointless to enter into comparisons - where small business has zero profit tax and zero VAT, there is no country in our region that taxes tourism to have 6% and the wages declared in the tourism industry are often more than half of the real wages, there is no country in the region with the income we have, from the construction sector in relation to the General National Product and the declared wages of the construction sector are so much lower than us, compared to the real wages. This phenomenon extends more or less to the entire private sector and the time has come for the fight against it to rise to a new level, not in the name of informality, but in the name of pensioners, for pensioners.

We are not talking about raising taxes here, because we will keep the small business tax at zero until 2029, as we promised several years ago. But on the other hand, we will significantly tighten the network of businesses that make more than 140 thousand euros of turnover per year and camouflage themselves as small businesses, hiding real income and, together with hiding real income, keeping what to go to the pensioners' pockets. Meanwhile, big business must be very clear that if they do not want to increase the tax on the nominated profit for pensioners, they must pay "grain for grain" every penny that belongs to pensioners, the sick of course. While the pensioners themselves should know and will concretely see the commitment in our actions that on the one hand, the frontal fight against the informality of salaries for private sector employees will be all-round and on the other hand we will start to increase the bonus for them since the end of this year.

Albania 2030 will embody all the progress of the 4 mandates of the Socialist Party, not only by getting fully ready for EU membership, not only in the data of all sectors of its life or of its appearance profoundly transformed on all four sides , but also in the income of the family economy of all Albanians who live with work or pensioners, who have not worked all their lives to have a minimum pension like the pension that a very large part of them have today.

Those who want to return to power from the window of the 8th floor or some others who have to enter the parliament from the sea made of dizzying promises, said for a long time that Albania was left with 1.5 million inhabitants from the exodus, as they called the mass of all adults and children of working age. The census developed in cooperation with a wide alliance of international institutions and organizations, including the EC, showed that 2.4 million citizens of this country live in Albania today, preliminary figures.

There is no question that Albanians have continued to emigrate even during these years of our government, it is a fact, as all the peoples of the countries of the communist origin have done, until those countries have increased their per capita income and wages to the level of reasonable for those who want to live with work. Of course, not as much as Germany, not as much as Holland, but enough for the accounts of ordinary people, whose life in their homeland has a lower cost than in the richest countries, but there are also some good things that people can never find easily. outside their own country.

Albania's per capita income today has almost doubled, compared to where it was when we took office. But for that let's wait for the revised results now also based on the number of population from Instat and Eurostat to see, either the exact figure, or how much we have increased in the classification table of the region

However, there is no doubt that the wages declared in the private sector are still not at the level that can begin to attract back to Albania the labor force that has left. These are facts today and unlike others who struggle with the facts of the progress of Albania governed by us, we will make every effort to create new convincing facts with work, so that Albania 2030 will be the place from which they, who they will want to run away, never run away because they have no other choice.

While for those who have fled, there should be a meaningful offer of return to the homeland for anyone who wants to return.

Albanians are ambitious and courageous people. They were kept here by the bloody dictatorship of the proletariat because otherwise historically we were and are people who move in search of a better life, who split the sea in other words. This applies to those who have fled and are fleeing to other countries or even to those who have fled and are fleeing from their village or town to Tirana or other cities.

But on the other hand, Albanians have not only fled, but also returned, and return when they see a new concrete opportunity for them, for their family, in their homeland, in the village, in Tirana or in other cities.

The facts show that the turn has started in this direction as well and this is as true as the fact of the escapes even during these 10 years, where the historical trend of immigration has been absolutely that of the previous years, of course I am not talking about the 90s. I can't make any comparison, I'm talking about the whole 2000 years, - to see one of the visible signs of the beginning of the turn, which I repeat will require these years ahead of us until 2030 to be done complete, it is enough to go up to Theth like no other tourist destination yet, Theth has become the place of young people who return from emigration or who return from Tirana, or from Shkodra where they left to stay before to invest their savings and knowledge them in entrepreneurship that with paper and pencil give them at the end of the month and the year much more profits than an ordinary job in emigration.

The new reality of agritourism or adventure tourism in general and everywhere in Albania have encouraged us to design a new support package, which we have announced for some time under the name "Mountain Package".

We will present it in Theth, we will present it in other places in Albania, where the village has turned into an entrepreneurial platform for Europws Albanians, and we will definitely present it in the Diaspora, where in the next 6 months we will open a new lane for our road towards the tenth consecutive victory.

Precisely that the turning point has started and we have facts about this, we will show closely to the Albanians who work in Greece, but also in Italy in the hotel and tourism sector that, not only is the time when with an ordinary job in that sector you used to save income there for yourself and for your parents here, they have a hard time understanding that they live everyday, but also the time when you return to Albania with the knowledge obtained there to work here in our new tourism industry, never come out lost at the end of the month has come.

Now this today is not a word about our governing program or the SP electoral manifesto, but what I am listing has to do with SP 2030, as a new power for the further development of the inclusive economy on our way to achieving Albania 2030. Therefore, the formation of our new SP 2030 representative team for Albania 2030 should be the main focus of the work of the new leadership team of the party that will emerge today from this Assembly.

The open digital platform of the MP we love has started to bring the first swallows, but the whole party across the territory must become an open platform for anyone who wants to join us by offering their contribution and getting involved in a competition true, not with anonymous messages, nor with lobbying from the coffee shop, but with measurable physical, spiritual, political commitment there in the territory. And definitely on the smartphone or computer screen through social networks to touch people, to expand the circle of contacts with people and to bring PS to people.

Of course, in a national representative of the SP to get the fourth mandate as the absolute parliamentary majority, there is no place for thousands of people who can be included in the new spaces that we will create for all of them and in the first place for those who it's never their turn.

But SP 2030 for Albania 2030 will not be just a new team of deputies, but a much wider team of individuals who, thanks to the contribution to the victory of the 4th mandate and the merit shown in commitment and concrete result, will definitely find the way and the place where they can serve to make Albania better together. To all the current MPs of our parliamentary group, I am telling you today publicly what they have heard even behind the closed doors of the group's meetings; any and all of you who want another term are within your reach, working harder in this last political season of this legislature than in the last 3 years combined. The truth is that each and every one of you leaves with a greater advantage over those who will volunteer, be invited or approached in the coming months to aim to land on the battlefield for the 4th term. But even for this, everyone should consider today as the first day, forget all the scars of wars, the bravery of battles and the heroics of previous victories and let's all not deal with what we gave to the team of 2021 or before, if we think and work only to do what we have not done so far.

This applies to everyone; also for those who are sitting in the Assembly hall today, and for those who are sitting at the table of the government and for those who have or will take leadership roles in this new confrontation on the electoral battlefield, even me I think this applies a lot to the latter and it starts with me personally, but I am not worried about myself because I am in this job with a basic condition, which I think this job has; which is that in order to stand higher you must be able to give to the common success more than all those who have climbed you there and not to stand higher, for what you have given in the past, being become a burden to everyone as unfortunately happens to dead people who remember that they are still alive.

Last but not least, I ask that today the National Assembly give its blessing to the first group of students of the SP Political Academy to establish the SP Youth Assembly. This new assembly will be one more platform for the new forces on this path that we are starting today and it will be a space completely free from any limitation or obligation or statutory hierarchy.

As for the new leadership of the party, at least until the next elections, where each and every one will be measured by the results according to their duties, it will consist of those directly elected by the Assembly, the Executive Secretariat and the political leaders of the districts.
