Adriatik Zotaj, turned into Skrapar's self-god-self-stick, is the illustration of the reborn socialist local ruler in the government of Edi Rama.

He is a member of the Presidency and General Assembly of the Socialist Party, at the same time the mayor of Poliçan for 4 terms from 2004 onwards.

His violations, corrupt acts, and abuses of power resemble an Ottoman Pasha more than a modern ruler.

In 2015, ILDKPKI criminally charged Adriatik Zotkaj for:

- concealment of assets in total over 6000 m2 of land,

- Concealment of vehicles, including an excavator worth 50,000 euros

- concealment of income benefited from the conclusion of the contract with a telephone company, for the lease of a sip. of 1100 m2.

In addition to these, with the actions performed, using the position as Mayor, he has benefited from various incomes and favors, directly or indirectly, personally or in favor of the ABG company, where he is a shareholder.

Guarantees as a public person for loans taken from local banks, the exercise of activity in the territory covered by the Municipality that he leads, are elements of unfair advantage and elements of abuse of office.

In 2017, the General Prosecutor's Office requested the termination of the mandate as mayor for Adriatik Zotkajn for non-declaration of a final sentence given in 1985, but the CEC rejected it.
