The Prime Minister has made several speeches in the last 24 hours against SPAK, the justice institutions and the investigative processes against his close associates. He presented himself in the role of prosecutor, investigator, judge, and warned that he would not answer to SPAK if there were investigations against him. He changed 180 degrees the political stance declared so far towards justice reform and SPAK by instructing his party to have a campaign of denigration against prosecutors, investigators and judges who are handling corruption scandals of senior SP officials. The Prime Minister said that SPAK has gone off the constitutional rails and hinted that the SP will react to “get it back on track”, suggesting that SPAK deal with another file related to an opposition politician, not that of the mayor of Tirana.


This is a new development, Rama and the SP are imitating what they have criticized over the last two years - the same behavior maintained by the DP and its leader. To complete the cycle of "everyone looks different but is the same" SP militants protested today around the SPAK building and the military in the media launched a denigrating campaign against them.
Today the SP had a parliamentary group meeting. All the SP members in the Special Anti-Corruption Commission headed by former Minister Xhafa were there.

In an imaginary situation, - they have stood up and criticized the approach of the prime minister and the SP, saying that we respect the separation of powers, the SP does not attack SPAK, responsibility is individual, the government violates the Constitution if it enters the competences of the judiciary, threatening witnesses is a violation of the law, etc., etc. Because everything the prime minister said contradicts the object of the commission, his statements, his promises and his public and international guarantees that he will not violate any element of the independence of the judicial institutions nor the reform in the judiciary.


In an imaginary situation. In the real situation, all members of the Special Commission agreed with the Prime Minister and his promise to take measures to return SPAK to constitutional track, etc., etc., etc.


Now the commission has to put into writing the orders of the party leader, the prime minister, who also appoints its members as deputies for the next legislature.
To be serious to the end: none of the three main parties is anymore in favor of the 140 votes cast in July 2017 for the justice reform. The other parties have no role or influential power. The opposites are uniting against the public interest.


This is a significant negative development, insulting to the integrity of the state and justice reform, denigrating the values ??of democracy and the rule of law, and warning that the main political actors have been, are and will be against any anti-corruption measure that violates their corrupt, clientelist and abusive system of the state, laws, property, votes, public space and the interests of the country.


The question that remains: are there MPs with integrity within the parties who know how to make a difference and have the courage to speak up, react, change approaches and implement the constitutional principle that before the law we are all equal? ??Are there moderating voices in the respective political parties that see beyond May 11 and the bosses' troubles with justice? Does Albanian society have the power and energy to reform or is it destined to repeat its own mistakes? /CNA
