The tragic event in Shkodër, where 39-year-old Alma Arrazi allegedly jumped into the Buna river, taking her 3 minor children, aged 9, 8 and 3, with her has shocked the country.

The security expert, Fatjon Softa, in an interview for CNA TV with the journalist Fabjona Pasho, says that the investigations related to this tragedy must be in-depth and every detail must be studied, in order to clarify the event.

"It must be the expert who, after examining the corpse, can say whether there were signs of violence or not, they may have come from the collision with branches or hard objects. Further investigations will show whether they were also thrown into the water. We have a voluntary action by the mother, thrown into the river, or after being killed or beaten, they were thrown into the river.

The cameras are being examined, on both sides of the bridge, where it is thought that the source was.

Investigations should continue to look at the communications, phone records, antennas of the person's movement, of the spouse, the communications they may have had with each other, or with another girl who is suspected of having a relationship. Everything that can reveal the dynamics of the event", he says.

Softa emphasizes that the legal framework should be improved, so that women are not afraid to report domestic violence.

"Unfortunately, women in Albania continue to be violated. Fear, verbal violence, physical violence, has isolated them to keep the problem within the family and not expose it to family members or institutions where they can seek help. Help could be not only for protection legal, but also economic help, because economic independence kills fear and creates the possibility of separation from the abuser. If a woman has requested a protection order, it has not always worked.

Could there be a better legal framework? I think there is a need for a broad consultation, where social layers, institutions, or associations that have a long experience all these years, to look at the possibility of a more complete legal framework. We haven't even worked with the prison system. Prison does isolation, but not integration. If those who are sentenced for domestic violence come out and repeat the violence, it means that imprisonment does not work," the security expert underlines.

Softa also spoke about the serious incident in Dropull, where an elderly couple was killed by their neighbor, saying that the increase in criminality in the country is at alarming levels./ CNA TV
