SPAK closes investigations/ 23 defendants, as a structured criminal group for

The Special Prosecutor's Office against Corruption and Organized Crime has completed its investigations and charged 23 people with narcotics cultivation.

Specifically, the following citizens have been charged: Arian Popa, Arben Uruçi, Ardjan Tahiri, Samet Dahati, Besar Lejthiza, Izmir Dahati, Ermis Sela, Afrim Dahati, Liljana Çopani, Vajdije Allamani, Pjetër Gjoni, Roland Gjoni, Fabion Gjoni, Danjela Hasani, Valbona Haka, Mimoza Hoti, Elida Doku, Hurme Bafti, Franga Gjini, Fatima Baftaj, Drita Çuni, Dorentina Hoxha and Blerina Meta.  

Against them, the Special Prosecutor's Office has filed a charge of criminal offenses "Cultivation of narcotic plants", carried out in the form of special cooperation, that of a structured criminal group, "Structured criminal group" and "Commitment of criminal offenses by the organization criminal and structured criminal group", provided by articles 284, 28/4, 333/a and 334/1 of the Criminal Code.

The criminal facts investigated in the framework of this criminal proceeding relate to the event of 17.06.2022, which occurred in the administrative territory of the village of Vallas, Oblik Administrative Unit. In this territory, on the part of the police officers of the Shkodër Police Station and the Shkodër Local Police Directorate, about 100 meters away from the Vallas Village Mosque, plots planted with narcotic plants of the "Cannabis Sativa" type, in total 32,000 root. Also, during the inspection carried out in the premises adapted to the service of this plant, plant material in the shape of a vase, with an aroma and characteristic similar to that of the narcotic substance "Cannabis Sativa", was found in the process of drying. This plant material, after weighing, resulted in a total of 112.55 kg. During the control, cut plants were also found in the process of drying, weighing 130 kg. In total, the dry matter found at the scene turned out to be 246.05 kg.

Likewise, the event of 12.10.2022, which took place in the village of Bleran-Bardhaj, Rrethina Administrative Unit, Shkodër Municipality, was part of the preliminary investigation. In this territory, the judicial police at the Local Police Directorate of Shkodër, based on the relevant information, carried out checks in two apartments next to each other, owned by the brothers Pjeter Gjoni Roland Gjoni, as well as the latter's father.

An improvised plastic greenhouse was found in the apartment of the Gjoni brothers, inside which several women were found working. In the interior of the greenhouse, after the control, a quantity of narcotics was found and seized in the process of drying, weighing 5.955 kg and in a dry state weighing 80.095 kg. The total weight of the quantity of narcotics turned out to be 86.05 kg.

Regarding the perpetrators and the criminal offenses attributed to them, the Special Prosecutor's Office proceeded as follows:

In relation to the episode dated 17.06.2022, which is about the event that happened in the village of Vallas, Oblik Administrative Unit, the citizen Arian Popa has been accused as the organizer of this illegal activity. The offenses for which this citizen has been accused are: "Production and sale of narcotics", "Cultivation of narcotic plants", carried out in the form of special cooperation, that of a structured criminal group, "Structured criminal group" and "Perpetration of criminal offenses by criminal organizations and structured criminal groups", provided by articles 283/1, 284/1, 28/4, 333/a/1 and 334/1 of the Criminal Code.

Also, the citizens Arben Uruçi, Ardjan Tahiri, Samet Dahati, Besar Lejthiza, Izmir Dahati, Ermis Sela, Afrim Dahati, are proven to be participants in the structured criminal group, which had as its object of illegal activity, cultivation and production of narcotic plants "Cannabis Sativa". These citizens have been accused of committing the criminal offenses "Production and sale of narcotics", "Cultivation of narcotic plants", carried out in the form of special cooperation, that of a structured criminal group, "Structured criminal group" and "Commitment of criminal by criminal organization and structured criminal group", provided by articles 283/1, 284/1, 28/4, 333/a/1 and 334/2 of the Criminal Code.

Citizens Liljana Çopani and Vajdije Allamani, who are proven to have carried out the process of processing the narcotic plant "Cannabis Sativa" until obtaining the final product, have been accused of committing the criminal offense "Production and sale of narcotics", carried out in cooperation, foreseen from article 283/2 of the Criminal Code.

In relation to the episode dated 12.10.2022, which is related to the event that took place in the village of Bleran-Bardhaj, Rrethina Administrative Unit, Shkodër Municipality, from the preliminary investigation it was proven that he was the author and as a result he was accused as the organizer of this activity illegal citizen Pjeter Gjoni. The criminal offenses for which this citizen has been charged are: "Production and sale of narcotics", "Cultivation of narcotic plants", carried out in the form of special cooperation, that of a structured criminal group, "Structured criminal group" and "Commitment of criminal offenses by criminal organizations and structured criminal groups", provided by articles 283/1, 284/1, 28/4, 333/a/1 and 334/1 of the Criminal Code.

Citizens Roland Gjoni and Fabion Gjoni have been proven to have participated in the illegal activity of cultivation and production of narcotic substances (plants). The criminal offenses for which these citizens have been charged are: "Production and sale of narcotics", "Cultivation of narcotic plants", carried out in the form of special cooperation, that of a structured criminal group, "Structured criminal group" and "Commitment of criminal offenses by criminal organizations and structured criminal groups", provided by articles 283/1, 284/1, 28/4, 333/a/1 and 334/2 of the Criminal Code.

Citizen Danjela Hasani has been accused of committing the criminal offenses of "Production and sale of narcotics", carried out in the form of special cooperation, that of a structured criminal group, "Structured criminal group" and "Commitment of criminal offenses by a criminal organization and structured criminal group", provided by articles 283/1, 28/4, 333/a/2 and 334/2 of the Criminal Code

While citizens Valbona Haka, Mimoza Hoti, Elida Doku, Hurme Bafti, Franga Gjini, Fatime Baftaj, Drita Çuni, Dorentina Hoxha, Blerina Meta, have been accused of committing the criminal offense "Production and sale of narcotics", carried out in cooperation, provided by article 283/2 of the Criminal Code./ CNA
