Kukes Prosecutor's Office

The Kukës Prosecutor's Office has provided security measures for 22 State Police employees, who are accused of embezzling 2 million ALL from collecting fines for cars with foreign license plates.

On March 7, January 24 and January 26 of this year, officers of the Judicial Police at the Police Supervision Agency referred to the prosecutor's office illegal activities carried out by employees of the State Police, Section for Highway Safety Milot-Morina. For the beginning of investigative procedural actions, information that the Head of the Section of this Unit sent to the Directorate of Road Circulation and the Finance Sector in the DPPSH Apparatus for the verification of the payment for some vehicles with foreign license plates, which had been punished for various violations, was used of the Road Code and in the E-Gjaba system for the period 01.01.2023 to 31.12.2023 and resulted in debtors.

The fines imposed on vehicles with foreign license plates were collected locally by the enforcement agents and the amounts of money were not collected, raising reasonable suspicions of their embezzlement by the police officers who imposed those fines.

Uncollected fines imposed on vehicles with foreign license plates by the verification agents of the Milot-Morina Highway Safety Unit for the period 01.01.2023 to 31.12.2023 were in the amount of 1,279,000 ALL, with interest on delays calculated at 60% , the amount totals around ALL 2,123,140. This uncollected amount for 160 fines in total was allegedly embezzled by the employees of the Milot-Morina Highway Security Unit.

As mentioned above, on 17.09.2024, the prosecutor of the case submitted the request for the appointment of security and preventive measures for the investigated persons, specifically for 22 persons under investigation for whom it was decided:

1. To assign security measures "House arrest" and "Suspension of exercise of duty" to Inspector AB with dishonorable duty, in the Section for Highway Safety in the Operational Unit for Road Safety and Highway Safety Milot - Morin, suspect for the criminal offense "Theft while abusing duty";

2. To assign security measures "Arrest in prison" and "Suspension of the exercise of duty" to Inspector BS , with the duty of a service corps, in the Section for Highway Safety in the Operational Unit for Road Safety and Highway Safety Milot-Morina, of suspected of the criminal offense, "Theft by abuse of duty";

3. To set the measure of personal security "Compulsion to appear before the judicial police" against Inspector BC , with the duty of service corps, in the Section for Highway Safety in the Operational Unit for Road Safety and Highway Safety Milot-Morina, suspect for the criminal offense "Theft by abuse of duty";

4. To set the security measure "Compulsion to appear before the judicial police" against Inspector FA , with the duty of service corps, in the Section for Highway Safety in the Operational Unit for Road Safety and Highway Safety Milot-Morina, suspected of the criminal offense "Theft by abuse of duty";

5. To assign the security measure "Arrest in prison" and "Suspension of the exercise of duty" to Inspector G. Gj. on duty as a service corps, in the Section for Highway Safety in the Operational Unit for Road Safety and Highway Safety Milot-Morina, suspected of the criminal offense "Theft by abuse of duty";

6. To assign security measures "House arrest" and "Suspension of exercise of duty" to Inspector GK , with the duty of service corps, in the Section for Highway Safety in the Operational Unit for Road Safety and Highway Safety Milot-Morina, of suspect for the criminal offense of "Theft while abusing duty";

7. To set the security measure "Compulsion to appear before the judicial police" against Inspector Gj. L. with service corps duty, in the Section for Highway Safety in the Operational Unit for Road Safety and Highway Safety Milot - Morin, suspected of the criminal offense, "Theft while abusing duty";

8. To set the security measure "Compulsion to appear before the judicial police" against Inspector Gj.T. , with the duty of service corps, in the Section for Highway Safety in the Operational Unit for Road Safety and Highway Safety Milot-Morina, suspected of the criminal offense, "Theft by abuse of duty";

9. To assign security measures "House arrest" and "Suspension of exercise of duty" to Inspector KG , with the duty of service corps, in the Section for Highway Safety in the Operational Unit for Road Safety and Highway Safety Milot-Morina, of suspected of the criminal offense, "Theft by abuse of duty";

10. To set the security measure "obligation to appear before the judicial police" to Inspector ZA with the duty of ex-service corps, in the Section for Highway Safety in the Operational Unit for Road Safety and Highway Safety Milot-Morina. Currently General Patrol Officer, service corps in the Order Section in Com. Kukës Police, in DVP Kukës, suspected of the criminal offense, "Theft by abuse of duty";

11. The security measure "Arrest in prison" should be assigned to Inspector AH with the duty of ex-service corps, in the Section for Highway Safety in the Operational Unit for Road Safety and Highway Safety Milot-Morina. Currently General Patrol Officer, service corps in the Order Section in Com. Pol. Kukës, suspected of the criminal offence, "Theft by abuse of duty";

12. To assign security measures "House arrest" and "Suspension of exercise of duty" to the MB Inspector former service corps, in the Section for Highway Safety in the Operational Unit for Road Safety and Highway Safety Milot-Morina. Currently urban and interurban traffic service corps in the Section of Urban and Interurban Traffic in DVP Lezhë;

13. To set the security measure "Compulsion to appear before the judicial police" and "prohibition to leave the country" against the AP Commissioner with the duty of Service Specialist, OPGJ, in the Section for Highway Safety in the Operational Unit for Road Safety and Highway Safety Milot-Morina. Currently Service Specialist in charge of the Shift in the Prevention and Safety Section in Urban Traffic in Kom. Pol. Tirana Road;

14. To assign the security measures "Arrest in prison" and "Suspension of the exercise of duty" to N/Commissioner KM with the duty of former Service Specialist, OPGJ, in the Section for Highway Safety in the Operational Unit for Road Safety and Highway Safety Milot - Morin. Currently Urban and Interurban Specialist in DVP. Shkodër, suspected of the criminal offense provided for by article 135 and 248 of the Criminal Code;

15. To assign the security measures "Arrest in prison" and "Suspension of the exercise of duty" to Inspector N. P with the duty of former service corps, in the Section for Highway Safety in the Operational Unit for Road Safety and Highway Safety Milot- Morina. Currently on duty as a Service Corps for Urban and Interurban Traffic in the Section of Urban and Interurban Traffic in DVP. Lezhë, suspected of the criminal offense, "Theft by abuse of duty";

16. To assign the security measure "Compulsion to appear before the judicial police" to the IP Inspector with duty ex-service corps, in the Section for Highway Safety in the Operational Unit for Road Safety and Highway Safety Milot-Morina. He currently performs the task of Operational Service Troop (FP) eagle/motorcycle: General Patrol Section and FP Eagle in DVP. Kukës, suspected of the criminal offence, "Theft by abuse of duty";

17. To determine the security measure "obligation to appear before the judicial police" and "prohibition to leave the country", to N/commissioner Sh.Gj. former OPGJ Service Specialist , in the Section for Highway Safety in the Operational Unit for Road Safety and Highway Safety. Currently Urban and Interurban Specialist at DVP Kukës, suspected of the criminal offense provided for by Article 248 of the Criminal Code;

18. To assign the security measures "Arrest in prison" and "Suspension of the exercise of duty" to Inspector AS with the duty of former service and information corps, in the Section for Highway Safety in the Operational Unit for Road Safety and Highway Safety. He is currently serving as a Service Trooper in the Special Equipment Group in the Operational Section for Road Safety, suspected of the criminal offense of "Theft while abusing his duty";

19. To set the security measure "Compulsion to appear before the judicial police" against F.Xh. currently released from the state police structures, in 2021 he performed the duty of the service corps in the Milot-Morina highway security unit, for the criminal offense, "Theft while abusing duty";

20. To set the restrictive personal security measure "obligation to appear before the judicial police" and "prohibition to leave the country", to GD , police officer, currently Head of the Urban and Interurban Traffic Section at the Traffic Police Sector in DVP Elbasan, suspected of the criminal offense provided by article 248 of the Criminal Code;

21. To set the security measure "Compulsion to appear before the judicial police" and "prohibition to leave the country", to AN , suspected of the criminal offense provided by article 248 of the Criminal Code; AND

22. To set the security measure "obligation to appear before the judicial police", against AT , suspected of the criminal offense, "Theft while abusing duty", provided by article 135 of the Criminal Code./ CNA
