"I don't want to know about anyone"/ The testimony of the notary

The show "Në Shënjestër" by Klodiana Lalaka revealed details about Arben Isufaj, otherwise known by the nickname "Ben Qimja", shedding light on episodes of his blackmail and threats against judge Vladimir Cjapi and notary Arben Tahiraj in the city of Fier.

Notary Arben Tahiraj also gave the same explanations regarding the threat he had received before the judicial police officer, who recounted the entire dynamics of how Arben Isufaj arrived at his work office, together with people close to him.

Arben Tahiraj : "On February 12, 2025, at around 4:20 p.m., I was in my office, performing some notarial actions with a citizen. During this time, from the entrance of the office that corresponds to the street, I noticed that a 'Fuoristradë' vehicle, dark in color with black windows, had stopped in front. Where I only recognized the driver of the vehicle who was looking from my office. After looking at him carefully, I determined that the driver of the vehicle was the son of citizen Arben Isufaj. Whom I know as a resident of Fier and because he has often come to me to perform notarial actions."

But while he says he raised his hand and greeted him, upon leaving the office, he was confronted by Ben 'Qime's' character himself, who had meanwhile been sitting in the back seat of the vehicle, driven in this case by his son.

After getting out of the vehicle, he asked the notary to walk with him to the back of his office.

Arben Tahiraj : "After getting out of the car, Arben Isufaj told me to cross the sidewalk, into an alley, from where we then go to the courthouse.

At this moment, I saw that behind the 'suv' there was another vehicle, black in color, probably a 'BMW', from which Arben's nephew, citizen Amarildo Isufaj, and his son got out, who stood about 3 meters away from us.

As soon as we were a few meters away, Arben addressed me with the words: 'Are you Ladi's friend?' and I answered 'Yes', understanding that he was asking me about citizen Vladimir Cjapi, who is a judge, who is actually my friend.

But while at first Arben Isufaj, otherwise known as the character Ben 'Qimes', was very kind to him, the notary further confessed that immediately after pulling him aside, he began to threaten him.

Even pretending that the two of them, along with the judge, had taken him and his grandchildren by the throats at cafe tables.

Arben Tahiraj : "After I told him that I know Ladi and that I am his friend, Arben Isufaj immediately addressed me with threatening words: 'I will kill you both'. At this moment I asked him; 'Why?'. But he told me: 'You mentioned me and my grandchildren'. At this moment he turned to me and told me to let Ladi know that: 'I will kill him, I will eliminate him, I will kill his children. I did not want to go to court because I would degenerate him there. I do not want anyone to know who Ladi is'. I told him that: 'He did not mention you and I have nothing to do with you'. But he continued to tell me that: 'You were at the same table with him when he mentioned me'".

After this threat against him and judge Vladimir Cjapi, notary Arben Tahiraj indicated that Arben Isufaj left with his son and grandson.

So for this reason he waited for his friend to return from outside Albania where he was and tell him about what had happened.

Arben Tahiraj : "Knowing that my friend Vladimir Cjapi was outside Albania, I waited for him to return to Fier so I could contact him.

Which I did on February 16th, where I asked him to meet the next day and tell him what had happened."

In order to confirm the claims raised by both the notary and the judge, Vladimir Cjapi, the investigative group took into administration the film footage of the notary's office itself, which states that an unfriendly meeting took place outside between notary Arben Tahiraj and Arben Isufaj.

There, the notary's statements were confirmed, that in addition to the character of Ben 'Qime', his nephew and son were present at this meeting from a distance.

Investigation File

"From the management of the film footage, taken in the interior of the office of notary Arben Tahiraj, as well as from a camera owned by a supermarket, relating to the time interval from 16.00 to 16.30, on February 12, 2025, it results that on this date, at 16:16, in the alley between the notary's office and the adjacent building, two people are observed meeting, who are distinguished by having a communication between them.

The first person is accompanied by people standing on the sidewalk, but they are not seen to participate in the communication between these two people.

"Where they are then spotted leaving together with the person they were accompanying."

It would be these film footage that confirmed the claims of notary Arben Tahiraj, regarding the meeting held with Arben Isufaj outside his office, as well as his testimony regarding the threatening message, which as we said initially led on February 17, to the denunciation that the judge made to his superiors and then to his report to the Prosecutor's Office against citizen Arben Isufaj, with the qualification 'threats due to the duty he exercises'.

This led the Fier Prosecutor's Office to order the arrest of the city's 'strongman'.
