Rented out 'Jet Ski' without a business license/ 2 citizens are being

Criminal proceedings are being initiated against 2 citizens who rented 2 Jet Skis to 2 French citizens, without being registered with the competent authorities, for this activity. During maneuvers with the craft, one of the French citizens was slightly injured.

The 2 owners of these vessels are being punished with administrative measures.

The 2 vessels are blocked.

Following the actions taken for the incident that occurred on 08.07.2025, in Ksamil, where a French citizen was slightly injured during maneuvers he was performing at sea, with a Jet Ski, next to another Jet Ski vessel driven by his brother, the services of the Saranda Police Commissariat referred the procedural materials to the Prosecutor's Office where proceedings were initiated in a free state for the criminal offense of "Hiding income", for citizens KM, 23 years old, and LM, 21 years old, residents of Ksamil, as they are suspected of having rented 2 Jet Ski vessels, without being registered with the competent authorities for the exercise of this activity, to 2 French brothers, citizens AI and II.

Citizen II, who was injured during the Jet Ski maneuvers, received medical treatment and is out of danger.

Also, following the actions in the case, the Border Police services blocked the 2 vessels and punished the owners of the vessels, the citizens:

A. Xh., with 2 administrative measures, each in the amount of 100,000 lekë, for violation of Article 14/1/b of Law No. 127/2020, “Lack of documentation on board”, and of Article 24/1/ç of Law No. 43/2020, “Exercising the activity of a maritime tourism operator without a relevant license/certificate”;

KD, with the administrative measure 100,000, for violation of article 14/1/b of law no. 127/2020, “Lack of documentation on board”.

The procedural materials were referred to the Prosecutor's Office for further action. /CNA
