Russian officials threatened the West on Sunday that Moscow would respond "severely" if frozen Russian assets are seized, vowing "unending" retaliatory measures and legal action.

The spokeswoman of the Russian Foreign Ministry, Maria Zakharova, said that Russia will never hand over the territories it has usurped to Ukraine, in exchange for the return of frozen Russian assets.

"Our motherland is not for sale," Zakharova wrote on the Telegram app.

"Russian assets must remain intact, because otherwise there will be a strong response to the theft of the West. In the West, there are many who have understood this, but unfortunately not all," she said. In response to Russia's war in Ukraine, the United States and its allies halted transactions with Russia's Central Bank and the Russian Ministry of Finance, and froze nearly $300 billion in Russian assets in the West.

Most of the frozen Russian assets are in European financial institutions, not American ones.

Kremlin spokesman Dmitry Peskov said on Sunday that large amounts of Western money are still in Russia, which could be the target of countermeasures from Moscow.

"The possibility of legal action [against confiscation of Russian assets] will be very open," he said.
