The Kosovo Agency of Statistics has published the "Government Accounts" for the second quarter of 2025, which highlights that General Government expenditures reached 784.9 million euros, marking an increase of 105.8 million euros compared to Q2 of 2024, when they were 679.1 million euros.
According to ASK, the structure of expenditures clearly shows the priorities of the government budget. The largest part of them is made up of employee compensation.
"Total General Government expenditures in Q2 2025 were 784.9 million euros, while expenditures in Q2 2024 were 679.1 million euros. The largest part of the expenditures consists of: compensation of employees (28%); social contributions and benefits (26%); gross capital formation (15%); and intermediate consumption (14%). Meanwhile, the remaining part of the expenditures is distributed in other categories of expenditures:
compensation of employees by 28%,
social contributions and benefits by 26%,
gross capital formation (investment) by 15%,
intermediate consumption by 14%.
Other expenditures are distributed in categories such as subsidies, transfers to other institutions and various payments related to the functioning of public administration.
On the other hand, General Government revenues for the same period increased significantly, reaching 972.6 million euros, from 782.6 million euros in Q2 2024. This represents an increase of almost 190 million euros.
ASK announces that the largest part of its revenues is made up of taxes on products, which account for 64% of the total.
"The largest part of the revenues consists of: taxes on products representing 64%; current taxes on income (16%); financial assets and liabilities (10%). While the remaining part is distributed in other categories of revenues."
