Russian President Vladimir Putin said Thursday that the West had lost touch with reality over the war in Ukraine. He warned that if Western leaders have forgotten how to compromise, then the world should see where such arrogance leads.

Mr Putin has accused the West of fomenting the conflict in Ukraine, which he sees as part of a much larger war between Russia and an arrogant West.

"Our interlocutors in the West seem to have completely forgotten that there are concepts such as reasonable restraint, compromise, willingness to give up something in order to achieve a result acceptable to all," President Putin said.

"They are obviously obsessed with only one thing, to realize their interests at all costs. If this is their choice, let's see what will come of it," Mr. Putin said at a meeting of the Valdai Discussion Club in Sochi, Russia.

During his speech, President Putin also announced that Russia has successfully test-fired a nuclear-powered missile, while warning that his country may cancel ratification of the nuclear test ban treaty.

"We successfully conducted the last test of the nuclear-powered Burevestnik global-range self-propelled missile," he said, without giving further details. This is the first time that the successful test of the Burevestnik missile, which the Russian president first talked about in 2018, has been announced.

There is not much information about the Burevestnik missile, which NATO has given the code name "Skyfall". Many Western experts have been skeptical of this missile, as they say a nuclear engine would be too unstable.

It is thought that this type of missile can carry nuclear or conventional warheads, that it can stay in the air longer than other missiles, and that it can cover greater distances thanks to its nuclear engine.

When President Putin first announced that Russia was working on this missile in his speech in 2018, he claimed that the missile would have an unlimited range, enabling it to orbit the globe, unhindered by missile defense systems.

The Burevestnik missile is believed to have exploded in August 2019 during Russian naval tests in the White Sea, killing five nuclear engineers and two servicemen and resulting in a short-term spike in radioactivity that sparked fears in a nearby town.

Russian officials never identified the weapon involved, but the United States said it was a Burevestnik missile.

Russia is said to have used the site of the Soviet Union's last nuclear test, the Arctic archipelago of Novaya Zemlya, to build facilities to test the Burevestnik missile.

In the speech, Russian President Putin noted that the United States has signed but not ratified the 1996 Comprehensive Nuclear-Test-Ban Treaty, while Russia has signed and ratified it. He argued that Russia could "mirror the position taken by the United States."

"Theoretically, we can revoke the ratification," he said.

His statement comes amid widespread concern that Russia may decide to resume nuclear tests in an attempt to discourage the West from continuing to provide military support to Ukraine after the Kremlin sent troops to the country.

Russia's defense doctrine envisages a nuclear response to a nuclear attack, or even an attack with conventional weapons, that "threatens the very existence of the Russian state." This vague wording has led some Russian experts to ask the Kremlin to clarify it, in order to force the West to take the warnings more seriously.
