For the second time, since it became a member of the European Union, Poland has assumed the Presidency of the EU, starting from the first day of 2025. This country takes the next presidency from Hungary, while after six months it will hand it to Denmark, which will lead the European bloc in the second half of the year.
In addition to other priorities, such as the security of the European bloc, the protection of EU borders, energy and migration, the expansion of the European Union will also be a priority for Poland. Many senior officials of Poland have said this in meetings in which they have revealed the priorities of their six-month presidency. Even Hungary, which completed its presidency at the end of 2024, considers that it has achieved a considerable success in the enlargement process, which some diplomats of the European Union have also accepted.
At the end of its Presidency, Hungary managed to mediate in the European Council an agreement on the opening of some chapters in the accession negotiations with Albania, and the closing of some chapters in the negotiations of Montenegro for EU membership.
This was considered a success and evidence that the enlargement process is entering a more dynamic phase and that, if the candidate countries will make progress in fulfilling the criteria, there will be concrete advancement in this process.
Despite efforts, Hungary failed to secure the opening of a group chapter in Serbia's EU membership negotiations, because several member states did not agree. In the enlargement process, decisions to open or close chapters are approved only with the consensus of all 27 member countries.
In this discussion process, the country holding the next presidency plays the role of an honest and impartial mediator.
Now it is expected that Poland will continue where several files from Hungary have been left, including the opening of chapters with Serbia. This was also promised by the Prime Minister of Poland, Donald Tusk, during a visit to Belgrade last fall.
That enlargement will be a priority of the EU during Poland's presidency is also written in the Polish Government's program for its presidency during the next six months. Poland believes that in parallel with the concrete steps with the candidate countries, in the form of opening or closing chapters, during these months there will be progress in the internal reforms of the EU to get ready to accept new member countries.

Zgjerimi është, po ashtu, edhe kanali më efikas për promovimin e vlerave evropiane, me në krye demokracinë dhe sundimin e ligjit, dhe forcimin e stabilitetit në fqinjësinë tonë”, thuhet në programin e Presidencës polake të BE-së.
“Qëllimi i Presidencës polake është të bëjmë progres në procesin e zgjerimit, edhe në drejtim të lindjes edhe me Ballkanin Perëndimor, në përputhje me angazhimin e vendeve që synojnë anëtarësimin në BE, dhe në bazë të parimit të meritave individuale. Duhet të konsolidojmë procesin e reformave në vendet kandidate, të ruajmë besueshmërinë në Bashkimin Evropian dhe të forcojmë sigurinë e Evropës”, thuhet në këtë dokument që është bazë për veprimin e Presidencës polake në krye të BE-së.
Polonia është një ndër vendet më aktive të BE-së në thirrjet për sanksione ndaj Rusisë dhe për ndihmë ndaj Ukrainës. Ky vend promovon edhe avancimin e Ukrainës në procesin e integrimit në BE, sikurse edhe të Moldavisë. Këto dy shtete, krahas Gjeorgjisë, u janë bashkuar vendeve të Ballkanit Perëndimor dhe Turqisë në procesin e zgjerimit në BE. Nga të gjitha dhjetë vendet e përfshira në proces, vetëm Kosova nuk ka status kandidati. Kosova ka aplikuar për anëtarësim në BE në fund të vitit 2022, kur kryesimin e BE-së e kishte Çekia.
Por, aplikimi i Kosovës nuk është shqyrtuar akoma nga Këshilli i BE-së. Diplomatët evropianë në Bruksel thonë se nuk mund të parashihet nëse në rastin e Kosovës do të ketë lëvizje nga ana e BE-së gjatë Presidencës së Polonisë, sepse kjo do të varet edhe nga procesi i dialogut për normalizimin e raporteve me Serbinë. Në anën tjetër, gjithnjë e më shumë po flitet për suspendimin e procesit të zgjerimit me Gjeorgjinë, pasi Qeveria e këtij vendi ka ndërmarrë disa hapa dhe ka miratuar ligje që shkojnë në kundërshtim me parimet e BE-së.
Krahas avancimit të vendeve nga procesi i zgjerimit pritet që pikërisht gjatë Presidencës polake të nisin edhe diskutimet politike për reformat e Bashkimit Evropian që janë të nevojshme për zgjerim.
“Presidenca do të vazhdojë punën në procesin e reformave të brendshme të BE-së për të realizuar prioritetet afatgjate, për të siguruar funksionimin e duhur të politikave të BE-së dhe për të siguruar kapacitetet e nevojshme për veprim në realitetin e ri gjeopolitik dhe duke pasur parasysh zgjerimin në të ardhmen. Ne do të fokusohemi në nevojat për t’u bërë gati për anëtarë të rinj duke përmbushur edhe ambiciet e përmendura në agjendën strategjike”, thuhet në programin e Polonisë për kryesimin me BE-në.
The Polish Presidency expects that the European Commission will come out with a detailed analysis of the pre-membership, and that there will be a debate on this in the European Council. Many EU leaders have said that the enlargement process should also go hand in hand with the process of internal reforms of the union, since with the current legal structure the EU would have difficulty functioning with more than 30 member countries in the future. But, apart from the informal debates, there have been no official initiatives in this direction so far.
The possibility that in the next five-year mandate of the new European Commission there will be expansion, has now started the discussions in the EU to get ready for the achievement of this goal.
The last enlargement of the EU took place in 2013 with the accession of Croatia. Croatia signed the EU accession treaty in the second half of 2011, when Poland was next in charge.
