The cabinet of Kosovo Prime Minister Albin Kurti approved on Friday a two-year legislative program, which includes two important laws, such as the one on the state bureau for the confiscation of unjustified assets and the law on price ceilings.

Speaking at a Government meeting, Kurti said that these two laws are his priority in the next two years.

"We will continue with determination to bring clear and quality laws for the benefit of citizens and the rule of law," Kurti said.

This is Kurti's new attempt to strengthen these laws, after the Constitutional Court overturned both of them during his previous four-year mandate.

The legislative program is the official list of draft laws that the Government intends to draft and submit for approval to the Assembly within a certain period.

Law on verification and confiscation of unjustified assets

The country's highest court twice struck down Kurti's law on the verification and confiscation of unjustified assets, first in 2024 and then earlier this year.

This law aims to make all public officials in Kosovo subject to asset verification if there are suspicions that it was acquired illegally.

The Constitutional Court said in its January ruling that it repealed the law on the bureau because it was passed with "serious procedural and constitutional violations."

According to her, the Assembly unjustifiably used the deviation from procedural deadlines, not giving deputies and committees time for review, debate and amendments, in violation of Articles 74, 76 and 77 of the Constitution.

Law on price ceilings

The law on price ceilings was declared invalid by the Constitutional Court in 2023. At the time, the court had stated that it was not in accordance with the country's Constitution.

The government had justified the law due to “the unreasonable increase in basic prices and numerous complaints from citizens regarding the sudden increase in prices of all basic products.” According to the government, the law would be applied in special cases of market destabilization.

The law, now declared invalid, considered essential products to be cereals, bread, flour, rice, pastries, sunflower oil, milk, table salt, chicken eggs, chicken meat, granulated sugar, personal hygiene products and firewood. /REL
