The Prime Minister of Kosovo, Albin Kurti, said on Saturday after a meeting with five Western diplomats that for his country the most urgent issue is the security of the state of the citizens.
Previously, Miroslav Lajcak, who led the diplomatic five, said that the de-escalation of the situation and the normalization of relations between Kosovo and Serbia are more urgent than ever before.
What did Lajcak say about the normalization of relations and dialogue?
The envoy of the European Union for the dialogue, Lajcak, said that "any condition or any delay for the normalization of relations is unacceptable".
"We expect Kosovo and Serbia to fully fulfill their obligations within the dialogue. The events of September 24 do not change the fact that Kosovo and Serbia made an agreement for the normalization of relations at the beginning of this year," said Lajcak, referring to the attack against the Kosovo Police by a group of armed Serbs in the north of Kosovo, where he was killed. He emphasized that Kurti, as Prime Minister of Kosovo, "has the responsibility to make progress in the normalization of relations, if Kosovo wants to make progress towards the European Union".
"Here, we must underline the need for the establishment of the Association of Serb-majority municipalities in Kosovo without any further delay. Without this, there will be no progress on Kosovo's European path", warned Lajçak.
Regarding the dialogue, Lajcak said that he and four other diplomats, the American envoy for the Western Balkans, Gabriel Escobar, and senior officials from France, Emanuel Bonne, Germany, Jens Plotner and Italy, Alessandro Cattaneo, came to Pristina with a plan.
"We always have a plan, so we have a plan and we discussed the plan with Prime Minister Kurti and we will discuss it with President Aleksandar Vu?i? later today. Now I will not give more details", said Lajçak.
Lajcak underlined that the attack in Banjska has only made the dialogue between Kosovo and Serbia even more important and that it is the only way for two countries with European aspirations.
"Dialogue is more important than ever, because if there is no dialogue, the escalation can be repeated, and this is not what we want, nor what you want. That's why we're here. Second, there is no alternative but dialogue, because dialogue brings normalization of relations between Kosovo and Serbia and opens the European way for Kosovo and Serbia", said Lajçak.
What did Kurt say?
Kurti emphasized, according to an announcement by the Government of Kosovo, that the main priority and urgent issue for Kosovo is the security of the state and citizens, borders and territory.
"After the terrorist and criminal attack of September 24, carried out by paramilitary groups with the sponsorship and participation of Serbia, the punishment is decisive for non-repetition", the announcement states.

Në një samit të mbajtur më 20 tetor mes SHBA-së dhe BE-së në Uashington, palët kanë bërë thirrje për zbatim të “shpejtë dhe pa kushte” të Marrëveshjes për normalizim të marrëdhënieve mes Kosovës dhe Serbisë, dhe që dy vendet t’i kthehen dialogut.
“Nënvizojmë nevojën që Kosova dhe Serbia, urgjentisht t’i ulin tensionet dhe shpejt, e pa kushte ta zbatojnë Marrëveshjen për rrugën drejt normalizimit të raporteve mes tyre dhe të kthehen në dialogun e lehtësuar nga BE-ja“, është thënë mes tjerash në deklaratën e miratuar.
Por, pas zhvillimeve në Banjskë të Zveçanit, autoritetet e Kosovës kanë thënë se gjërat më nuk mund të jenë njësoj sa i përket rrjedhës së dialogut.
Më 24 shtator, në Banjskë është vrarë rreshteri i Policisë së Kosovës Afrim Bunjaku, si pasojë e sulmeve të një grupi të armatosur serb.
Në shkëmbim e sipër të zjarrit, mes policisë dhe atij grupi, janë vrarë edhe tre sulmues.
Përgjegjësinë për sulmin e ka marrë ish-nënkryetari i Listës Serbe, Millan Radoiçiq, i cili më pas ka hequr dorë nga të gjitha funksionet e partisë, që gëzon mbështetjen e Beogradit zyrtar.
Kosova është në kërkim të ekstradimit të Radoiçiqit nga Serbia.
Kosova e fajëson Serbinë për sulmin e 24 shtatorit, por ajo i hedh poshtë të gjitha pretendimet.
Çfarë kërkon Kosova?
Kryeministri i Kosovës, Albin Kurti, ka thënë më 20 tetor se nuk mund të ketë normalizim të raporteve me Serbinë, pa pasur siguri në Kosovë.
Kryenegociatori i Kosovës për dialogun mes dy vendeve, Besnik Bislimi, ka thënë se fillimisht duhet të hiqen masat ndaj Kosovës, dhe Serbisë nuk duhet t’i lejohet të bëjë agresion përsëri në Kosovë.
Bashkimi Evropian ka vendosur masa ndëshkuese ndaj Kosovës muaj më parë, pas rritjes së tensioneve në veri të Kosovës.
Situata, me raste, është përshkallëzuar në dhunë.
Kërkesën e Kosovës për vendosjen e masave ndëshkuese ndaj Serbisë e ka bërë edhe Parlamenti Evropian, i cili përmes një rezolute të miratuar më 19 tetor, ka kërkuar që Beogradi të përballet me pasoja nëse vërtetohet një lidhje e drejtpërdrejtë e Serbisë me sulmin në Banjskë.
Çfarë kërkohet nga dy vendet?
Sources in Brussels have told Radio Free Europe that the diplomats' expectations are that Kosovo will be asked to find a way to "organize the local elections as quickly as possible in the four municipalities in the north" and pledge to start establishing the Association of the municipalities with a Serbian majority, which the Government in Pristina has rejected so far, on the grounds that it could jeopardize the functionality of the state.
It is believed that Serbia will be required to distance itself from any action that could destabilize the north of Kosovo and to also implement the agreements that were reached earlier in the dialogue.
Agreement on normalization - key
Western diplomats have mentioned several times that the implementation of the Agreement reached on February 27 in Brussels is a key step for the way forward towards European integration.
The agreement with 11 articles does not oblige Serbia to recognize Kosovo, but requires both countries to accept each other's documents and symbols, including: passports, diplomas and license plates.
"There will be interesting proposals"
A few days ago, the American ambassador in Belgrade, Christopher Hill, told N1 television in Serbia that at the meetings on October 21, "interesting proposals" will be made to Kosovo and Serbia, without giving more details.
Kosovo and Serbia are part of the dialogue mediated by the EU, for the normalization of relations, since 2011.
The parties have signed a number of agreements, but not all have been implemented.
Only Prime Minister Kurti and Serbian President Aleksandar Vu?i? have met eight times in the framework of this dialogue, since 2021, but all meetings have ended without signing any agreement./ Rel
