The Speaker of the Assembly of Kosovo, Glauk Konjufca, said that the proposal of the European Union, described as a modern European proposal for the Association of municipalities with a Serbian majority, seems to be in full compliance with the Constitution.

During a statement to the media in Pristina, Konjufca, however, said that the Association should not be negotiated and it should not be the central topic of the negotiations, since an agreement was reached earlier.

"At a superficial glance, yes [the proposal for the Association] is fully in line with the Constitution of the Republic of Kosovo and any level of power in Kosovo. But I don't think this is a subject of negotiations with Serbia either. If any draft of the Association ever happens, it will be proposed by the Republic of Kosovo, if it already happens, if not it will not be proposed at all", said Konjufca.

During the meetings in Kosovo and Serbia, the five diplomats from the EU, the United States, France, Italy and Germany, according to the European bloc, the parties were presented with a "modern European proposal for the statute of the Association of municipalities with a Serbian majority", the spokesman said. of the EU, Peter Stano on 24 October.

Even earlier, the EU has said that it has presented Kosovo and Serbia with several European models for the Association statute.

Kosovo and Serbia have reached agreements on the Association in 2013 and 2015. However, the Constitutional Court of Kosovo in 2015 found that the Agreement on the principles for the establishment of the Association was not in full harmony with the highest legal act of the state and said that it should harmonized through by-laws.

Kosovo has so far refused to establish the Association of municipalities with a Serbian majority, expressing the fear that it could affect the functionality of the state. Serbia, meanwhile, insists on its establishment.

For the implementation of the Agreement for the Association of municipalities with a Serbian majority in Kosovo, there are currently four draft-statutes and draft-visions: Draft-statute of the Management Team, draft-vision of the Prime Minister of Kosovo, Albin Kurti, draft-statute of the Prime Minister of Albania , Edi Rama, and the draft statute for the Association drawn up by the German organization Friedrich-Ebert-Stiftung (FES).

In Kosovo and Serbia on October 21, the EU envoy for dialogue, Miroslav Lajçaku, was with four other diplomats: the American envoy for the Western Balkans, Gabriel Escobar, and senior officials from France, Emanuel Bonne, Germany, Jens Plotner and Italy, Alessandro Cattaneo.

The international community is calling on Kosovo and Serbia to return to the dialogue that is mediated by the EU, after the increase in tensions between the two states.

Tensions have been rising since May in Kosovo's northern municipalities, as local Serbs oppose the new Albanian mayors who emerged from the April elections - boycotted by the Serbs.

On September 24, tensions escalated after the Kosovo Police was attacked by an armed group of Serbs, killing policeman Afrim Bunjaku. Three Serbian attackers were also killed during the clashes.
