Floating thermal power plants in Vlora, KPP cancels the waste evacuation

The Public Procurement Commission has asked the Albanian Electric Power Corporation to cancel the procedure related to the evacuation of hydrocarbon waste from the Vlorë Floating TPP and their final treatment.

After a complaint made to this institution in the decision of a few days ago, it was decided to partially accept the complaint of an economic operator for the open tender in August. The value of the limit fund for this procedure is only 320 thousand euros, but it provides for the evacuation of waste for a very limited period of time, specifically the production of energy from these TECs up to the consumption of 25 thousand tons of oil.

In the documents of the previous procedure of KESH, which is already canceled in the system, technical details are clarified on the way of accumulation and treatment of waste that can be generated by floating TECs.

"Hydrocarbon fuel residues are collected in a depot for each ship. Each vessel has a tank capacity of 50 m3 of residual fuel and the total holding capacity for the 2 (two) vessels is 100 m3.

From historical calculations made by the contractor Renco spa, for a full daily production capacity of 17 engines, fuel waste is estimated at 6 m3/day for each ship and 12 m3/day for both 2 (two) ships. The total fuel consumption of both thermal generating units at full capacity is 540 tons per 24 hours of operation.

From this it follows that for 1 ton of fuel corresponds the amount of 0.0222223 m3 /ton. From the above, for a full production, it is calculated that each of the two storage tanks for fuel waste will be filled for 8 (eight) days, so it is necessary to empty it with a tanker by specialized operators every 8 days (48 m3 each vessel)" the document says.

According to the same, the bidders must ensure the provision of the service during the entire period that the amount of fuel of 25,000 tons will be consumed.

In summary, the requested service will consist of all the elements defined below, which will be performed by the bidder in order to escape the hydrocarbon waste that will be produced from the consumption of 25,000 tons of fuel.

The thermal generating assets were taken as a measure in 2022 in the conditions of the energy crisis. The procedure was announced at the end of 2021, but only in April 2022, it was signed between the parties (Exelerate and Renco & KESH sh.a).

In September 2022, floating assets were placed in the area of ??Triport, near Petrolifera. These assets have never been put into operation, while the cost of 1 MQ of energy produced at the beginning of 2023 was calculated at over 290 euros./ Monitor Magazine
