Debt to insurance 240 million euros/ KLSH: It would be enough for the indexation

Debt (obligations) in the form of unpaid insurance of employees from businesses or state institutions themselves reached 24.3 billion ALL at the end of 2023, according to data from the Supreme State Audit Office.

KLSH refers that this amount of approximately 240 million euros would be enough to cover the indexation of pensions for many years.

Failure to pay employee insurance obligations is not an offense committed only by private businesses.

At least 668 budgetary and non-budgetary public entities have unpaid liabilities in the amount of 794 million lek, about 8 million euros, which should have been collected by the General Directorate of Taxes on behalf of the Social Insurance Institute (ISSH), notes the High Control of the State (KLSH) in an inspection carried out at ISSH.

Of the general liabilities, 18.4 billion ALL are pursued by the General Directorate of Taxes and an amount of 5.8 billion ALL are liabilities under the responsibility of ISS as delayed collections from farmers and pensions unfairly obtained over the years.

More detailed data show that about 103 thousand debtor entities, with a value of about 15.8 billion in arrears and all interest and fines amount to 18.4 billion ALL.

An entity is identified as a debtor from non-payment of social security contributions at the moment when the payment made is less than the value defined in the Declaration of the Payment List of social and health insurance contributions and income from TAP, where the legal term of their payment is the 20th of the following month.

From the analysis of debtors' data, it results that the trend of non-payment of contribution obligations is increasing both in number and value.

The largest weight of obligations is taken by legal entities, large business with 58% and small business entities occupy 38% of the total value of the obligation (obligation+fine+interest).

The unpaid obligations from the subjects under the responsibility of the DPT are progressive and are sent by the DPT every 3 months, according to the agreement between the two institutions, for which the ISS has no role in their collection.

KLSH points out that the unpaid obligations from the debtor entities in relation to the unpaid amounts of contributions, represent a significant number of people, employed in these entities, who cannot benefit from the social insurance scheme (pensions, leave birth, medical reports, etc.).

The data show that almost half of the debt is receivable, as it is owned by companies that have an active status.

Active debtor entities number 44,980 or account for about 41% of the total number of debtor entities and amount to ALL 8.5 billion or 47% of the entire liability amount of ALL 18.4 billion.

Legal entities have the highest specific weight against the total liabilities of active entities with 53%, followed by small businesses with 41% and public entities with an average of 6%./ Monitor Magazine
