Fiscal indicators of the initial budget 2024 detailed on a monthly basis show that December, November and March have higher expectations for revenue collection during this year.

The average collection of budget revenues is on average 56 billion ALL per month, while in December it is planned to collect about 65 billion ALL, or 630 million euros. Also, the expectations for the months of March and October are higher than the annual average, with 58.4 and 59.9 billion ALL, respectively.

On the other hand, January, February and May have a lower income plan than the annual average. It is planned to collect 45.5 billion ALL in February and 53.9 billion ALL in May.

The annual calendar of budget receipts follows the cycle of the economy. Higher incomes coincide with the flow of economic activity, mainly in the second half of the year. After June to December, the economy and circulation are driven by tourism, the season of agricultural products, unlike the first months of the year.

Last year's extension of the tourist season until late autumn is expected to follow more of the same pace this year, prompting the government to have high expectations for receipts by the end of the year to peak in December. As in the whole world and in our country, the end-of-year holidays encourage unusual consumption, which also translates into higher income in the budget. In this month, the income plan is 15% higher than the annual average.

While the government has distributed the revenue collection according to the months in a harmonized manner, it does not act in the same way with public expenses.

Budget expenditures average approximately 61 billion ALL per month this year, but in December they are planned to be 106.3 billion ALL. This amount represents 14.4% of the total budget expenditures. But since the budget plan is not respected on the expenditure side, in December an even greater amount is accumulated to be spent.

Budget investments are the most productive item in the budget, as through them the government increases the added value in the economy by improving the infrastructure in roads, water supply, power lines, etc., but their concentration in the last two months raises concerns about the efficiency of the use of funds. .

Last year, the Audit Directorate at the Ministry of Finance requested that institutions should focus on taking measures to achieve this indicator, since the lack of injection of liquidity into the economy significantly affects the provision of well-being in the country, the non-stimulation of economic growth, the opening of new jobs or income from taxes and duties./ Monitor.al
