The Ministry of Economy receives 16 important functions from Finance/ Social

The Minister of Economy returns with the functions of 2017, managing several important areas such as Social Security, Vocational Education and PPP contracts.

At the beginning of this year, Prime Minister Edi Rama reformed the government by creating a new Ministry for Economy, Culture and Innovation, where only for the economy there are 16 areas of responsibility that were previously under the Ministry of Finance, but also the areas of responsibility for culture and innovation with Minister Blendi Gonxhen.

The functions of "Economy" were joined to the Ministry of Finance after the 2017 elections, where the minister at that time was Arben Ahmetaj.

According to the government decision published in the Official Gazette, the Ministry of Economy, Culture and Innovation prepares and implements government policies in the macro- and microeconomic sphere, trade and entrepreneurship for the construction of a new economic model, with the aim of guaranteeing a growth high and stable economy in Albania.

The new minister manages resources well, designs and implements integrated economic policies in the primary sectors of the economy, the economic-social convergence of the regions of the country, the improvement of the climate and services for business and citizens.

It promotes and orients towards international innovations, maximizing the success of investments. Commands executive administrative instruments for the resolution of state-private conflicts.

This ministry has the task of guaranteeing the right to education and professional training, safe and decent employment; c) designs and implements government policies in the field of development and promotion of culture, cultural, material and spiritual heritage, increasing cultural dialogue, cultural integration in the European and world family, in accordance with the program of the government of the Republic of Albania

According to the government's decision, the Ministry of Economy, Culture and Innovation will exercise its activity in the following areas of state responsibility related to the field of economy:

a) housing

b) employment;

c) social security;

ç) education and professional training;

d) free trade agreements;

dh) promoting investments;

e) administration of state property;

ë) support of public private partnership;

f) registration and licensing of economic operators;

g) accreditation and standardization service;

gj) maintenance, calibration and inspection of measuring tools;

h) industrial ownership;

i) protection of intellectual property;

j) consumer protection;

k) economic and technological areas;

l) state aid and state guarantees.

Regarding the field of culture:

a) designs and coordinates the work for policies in the field of art and culture through educating the population, revitalizing the values ??and cultural heritage, encouraging public and private investments in these sectors, monitoring the way public funds are used in support of cultural development, cultural education, protection of cultural heritage, preservation and continuation of the tradition of religious harmony in Albanian culture, as well as regional cooperation;

b) designs protective and promotional policies for cultural, material or spiritual heritage, as well as the creation of the necessary legal and supportive spaces for the preservation and cultivation of written culture, for artistic creativity in general, as well as to promote the achievements of Albanian culture and to increase the competitiveness of the Albanian cultural product across borders;

c) designs policies for the existence of Albania, as an active partner in international, European and regional organizations, in the field of art and culture and cultural heritage, through accession to the relevant institutions;

ç) leads, programs and supports national and international activities, with the aim of identifying and developing cultural, artistic and literary trends within the country, as well as including the comparison of the best national and regional values, both inherited and contemporary ones. creating a space for all-Albanian dialogue and cultural diversity.

Regarding the field of innovation, the areas of responsibility of the new ministry are:

a) aims and enables the stimulation of innovative activities, which will increase economic and institutional productivity through the development of information technology and efficient cooperation;

b) identifies concepts, innovative processes and new techniques, conducts studies and comparative analyzes for policies at the regional and world level to analyze data in the framework of the drafting or implementation of government policies, with the aim of developing and drafting strategic analyses, which enable discovering new innovation opportunities;

c) guides: i. promoting innovation and information technology in the service of economic growth and development;

development of cooperation through training/consultancy programs;

iii. consolidation of the fund for innovative services to support the developing sectors of the economy;

the creation of institutional coordinating mechanisms between science, the private sector and policy-making.

ç) in cooperation with the responsible institutions, designs, develops and monitors state policies and strategies for:

ensuring standards in the provision of public services;

increasing the quality of services in every public sector;
