The show "Stop" is located in the Paris Commune area in Tirana, near the former fruit and vegetable market, which is out of order today. The complainant Marsela Doma owns this property together with 3 others Aleksandër Doma, Nenta Kacemi and Nazmie Kristjani. In 2018, the owners make a lease contract with Mr. Adriatik Skënderaj, then with his brother Ardjani and his wife Dorina.

Since 2018, this market has been functioning, but then it was closed and stalls, cash registers and other items remained in the market place. Former tenant Adriatik Skenderaj says that the stalls are the property of the Municipality, which the municipality denies.

"My name is Marsela Doma, daughter of Aleksandër Doma. The owner goes bankrupt, the contract ends, and according to the contract, the owner had to remove all the material bases and leave the land in the area as he had taken it. The gentleman does not remove these at all," says the informant about the microphone of "Stop".

Journalist:  Why is he justifying himself, does he intend to open it again?

"I don't know. However, this trash has been sitting here for so long and I told him 'take it away or I will remove it', but he categorically refuses. He told me 'no, if you remove these you will have to deal with me personally', for my property that I have with a certificate. I have written to IMT and IKMT. Their answer was in the beginning that 'we don't know whose this is, we don't know whose this market is without a permit,' adds Marsela Doma.

Journalist:  So it's an illegal market.

Marsela Doma:  Yes, it is a market without a permit, it is not a market of the municipality or of Unit 5. When I go to Unit 5 they tell me 'no it is not ours', I get information from the municipality through official channels and they tell me that it is not either their market absolutely and I say to the master take it off, he refuses to take it off. When I go in to clean them, the police patrol comes to me and tells me "you have no right to clean this garbage". Now I have not seen a police patrol come to my property with a title deed and tell me that you have no right to remove this garbage. That's why I turned to the show "Stop" because it's been two years since I've been dealing with this.

For this issue, "Stop" communicates with the former tenants of this market who are holding it hostage, Adriatik Skënderaj.

Marsela Doma  - I have called you several times about this market issue, I have been waiting for you to remove this garbage, it has been so long, but you have not acted.

Adriatik Skenderaj  - Who are you, that you don't...?

Marsela Doma:  How come you don't know me?! I am Marsela, the owner of the land.

Adriatik Skenderaj  – I don't know, because I haven't registered the number. Have you changed your number?

Marsela Doma:  Adriatik, listen now, leave these words, we have been discussing, debating and fighting for so long. Please, you left this garbage here at the market, the market is yours, it is a construction without permission and I have told you several times to come and remove this waste.

Adriatik Skënderaj  - The stalls are... They are not garbage, they are the property of the State, they are the property of the Municipality of Tirana.

Marsela Doma  - It has been confirmed by the municipality that it is not a market of the municipality nor of Unit 5.

Adriatik Skenderaj  - Well, ok!

Journalist  - You are sure because we are interested in the municipality and we have a response that this market here is construction without permission.

Adriatik Skenderaj  – Yes. What do you want from your brother?
