The multi-year stalemate of IPTV/OTT/Kallorë Broadcasters is resolved

Get a solution to the problem of the RrTL (Local Broadcasting Network) association, for the use of the infrastructure of the poles of the electrical distribution operator for the transmission of the audiovisual signal. For years, cable entities have reported on the difficulty of broadcasting the audiovisual signal in deep areas, where the extension of lines through the placement of poles on their part is impossible. 

Në takimin e inicuar dhe të zhvilluar në AMA, morën pjesë Operatori i Sistemit te Shperndarjes, OSSH sha/OSHEE GROUP sha, Autoriteti i Komunikimeve Elektronike dhe Postare (AKEP), Inspektoriati Shtetëror Teknik dhe Industrial (ISHTI) si dhe Shoqata e Transmetuesve Radioteleviziv Kabllorë Valor (RrTL). 

Palët parashtruan kërkesat dhe pretendimet e tyre në lidhje me mbarëvajtjen e këtij proçesi dhe morën angazhim maksimal për të bashkëpunuar me qëllim finalizimin e tij në një kohë sa më të shpejtë. 

Në përfundim të takimit u dakordësua që të gjitha subjektet Kabllore, IPTV dhe OTT të cilat disponojnë një rrjet të shpërndarjes se sinjalit televiziv të mbështetur në shtyllat e OSSH-së, duhet që brenda një afati 2 javor nisur nga data 13 mars 2023, të paraqesin pranë Drejtorive Vendore OSSH të rretheve përkatëse një hartë të shtrirjes se rrjeteve të tyre, aty ku ata përdorin infrastrukturën e shtyllave të OSSH-së. Në hartat përkatëse të jenë  të detajuara linjat që ndjekin kabllorët, si dhe numri i shtyllave të OSSH-së ku ata mbështeten. 

Ky material duhet të jetë vetëdeklarues dhe në rast të një vetëdeklarimi të rremë, përgjegjësia mbetet individuale e secilit prej operatorëve.

It was also agreed that the entities should urgently intervene in their networks where DSO considers the removal or relocation of transmission cables high risk. Interventions to carry out these works must necessarily be done under the supervision of DSO experts, so that no problems occur during the relocation of the cables.

The problems raised by the RrTL Association have had the continued attention of the Authority, not only because it monitors the activity of licensed/authorized entities for the exercise of audio/audiovisual activity, but also as a result of the recommendations left in the Assembly Resolution of Albania./ CNA
