Over 322 million new tenders / Accusations weighing on the mayor, Lefter Alla

Socialist Mayor Lefter Alla was arrested yesterday afternoon.

Sources for CNA informed the day before that the mayor of Bulqiza, Lefter Alla was detained on account of SPAK.

Today, SPAK, through an official announcement, clarified the details of the investigations and revealing the charges against Lefter Alla.

Nga hetimi ka rezultuar se për shtetasin nën hetim L. A. me detyrë Kryetar Bashkie me funksionin e tij si i zgjedhur vendor për të administruar konform ligjit Njësinë vendore Bashkinë Bulqizë evidentohet qartësisht sjellja e tij duke dokumentuar disa fakte penale si shkeljet gjatë procedurës së prokurimin publik me proçedurë të hapur në datë 30.04.2021, operatorëve ekonomikë “Egland Sh.p.k” dhe “BE-IS” Sh.p.k, me objekt “Ndërtimi rrjetit furnizimit dhe rrjetit shpërndarës Ujësjellësi dhe ndërtimi i rrjetit të KUZ , Lagja e vjetër, qyteti Bulqizë, Bashkia Bulqizë”, me vlerë të tenderit në shumën 322.439.000 lekë të reja, me afat kohor 10 mujor. Ky shtetas nën hetim në bashkëpunim me nënkryetaren e Bashkisë, dhe punonjësit e tjerë, si specialiste e prokurorimeve, anëtarët e KVO, kanë bërë të mundur që këtë tender ta fitonte me dokumentacion BOE Egland shpk dhe BE-IS shpk, duke krijuar avantazhe për këtë subjekt gjatë procedurës së prokurimit. Në një kohë që nga hetimi ka dyshime të arsyeshme të bazuara, se punimet janë kryer nga OE 2AF Albania shpk, lidhje shoqërore e kryetarit të Bashkisë.

This procurement procedure is suspected to have been initiated and developed in violation of the LPP and the by-laws and by the Bulqiza Municipality AK, specifically by the investigators with active actions consisting in the establishment of a special mechanism, for the awarding of a firm in relation to the procedure of procurement developed by Bulqiza Municipality. Acts up to this stage of the investigation announce that the investigators i) approved criteria to favor a firm participating in the tender ii) the firm participating in the procurement submitted only the documentation, while the works were carried out by the investigator (KA), which turned out to be closely related to Mayor (LA).
