They attacked the policemen in Morina, 7 traffickers are sent for trial

The Special Prosecutor's Office has closed the investigations and sent for trial 7 clandestine traffickers, who opened fire on the border police in Morina in May 2023. 

SPAK has sent 5 Syrians and 2 Algerians for trial.

From the investigations, it was found that the 7 migrant traffickers were part of 2 groups operating in Albania and Kosovo.

Police Notification: 

The Special Prosecutor's Office against Corruption and Organized Crime in Tirana has completed the preliminary investigations and submitted to the Special Court of First Instance for Corruption and Organized Crime, the request for trial of criminal proceedings no. 202, of 2023, in charge of the defendants:

Sultan Lakdar Grimash, born in Algeria alias Sadak Gramach (arrested in Kosovo), investigated with the security measure "Arrest in prison", in absentia, provided by article 238 of the Code of Criminal Procedure;
Ayoub Bahhoo, born and resident in Algeria, investigated with the security measure "Arrest in prison", provided by article 238 of the Code of Criminal Procedure;
Muhammed Radawn alias Muhamed Radouw, with Syrian nationality and citizenship, investigated with the security measure "Arrest in prison", provided by article 238 of the Code of Criminal Procedure;
Muhamed Shehab, with Syrian nationality and citizenship, investigated with the security measure "Arrest in prison", provided by article 238 of the Code of Criminal Procedure;
Rabi Lqadi alias Rabia El-Qadi, of Syrian nationality, investigated with the security measure "Arrest in prison", provided by article 238 of the Code of Criminal Procedure;
Muhammed Nasir, with Syrian nationality and citizenship, investigated with the security measure "Arrest in prison", provided by article 238 of the Code of Criminal Procedure;
Nagid Alabdalah alias Abu Gira, of Syrian nationality and citizenship, investigated with the security measure "Arrest in prison", provided by article 238 of the Code of Criminal Procedure;
These defendants have been charged and sent for trial for the criminal offense of "Murder of police officers", remaining in the attempt, committed in the form of special cooperation, provided by articles 79/b, 22 and 28/4, of the Criminal Code , carried out three times, to the detriment of police officers A. Lushaj, J. Qenanaj and G. Cara, "Murder of police officers", remaining in the attempt provided by articles 79/b and 22 of the Criminal Code, carried out twice, to the detriment of police officers G. Progni and A. Shehu, "Intentional murder", remaining in the attempt, carried out in the form of special cooperation, provided by article 76, 22 and 28/4, of the Criminal Code , to the detriment of the citizen B. Duraku, "Deliberate murder", remaining in the attempt, provided by article 76 and 22, of the Criminal Code, committed to the detriment of the citizen I. Rexha, "Giving assistance for illegal crossing for the purposes benefits", carried out in the form of special cooperation, provided by articles 298/2 and 28/4, of the Criminal Code, "Trafficking of weapons and ammunition", carried out in the form of special cooperation, provided by articles 278/a /1 and 28/4 of the Criminal Code, "Illegal crossing of the border", committed in the form of special cooperation, provided by article 297 and 28/4, of the Criminal Code, "Structured criminal group", as well as "Commitment of criminal offenses by a criminal organization or structured criminal group", provided by articles 333/a/1 and 334/1/2, of the Criminal Code.

Hetimet e këtij procedimi janë kryer në bashkëpunim të ngushtë me Drejtorinë e Përgjithshme të Policisë së Shtetit dhe në përfundim të tyre është provuar se gjatë vitit 2023, në kufirin e gjelbër Morinë (Shqipëri)-Prizren (Kosovë) kanë kryer aktivitetin kriminal të dhënies ndihmë për kalim të paligjshëm të kufirit dy grupe kriminale. Hetimi ka evidentuar se kemi të bëjmë me grupe kriminale me rrezikshmëri të lartë shoqërore, me shkallë të lartë organizimi, i strukturuar me role dhe ndarje të punëve.

Grupi i parë, përbëhet nga të pandehurit Muhamed Shehab, Muhammed Nasir, Nagid Alabdalah në drejtimin e të pandehurit Muhamed Shehab, dhe personave të tjerë të paidentifikuar, dhe grupi i dytë, përbëhet nga të pandehurit Sultan Grimash, Muhammed Radawn , Ayoub Bahhoo, e Rabi Lqadi, e persona të tjerë të paidentifikuar, si pjesëtarë të grupit në drejtimin e të pandehurit Sultan Grimash.

Të pandehurit Sultan Grimash, Rabi Ladqi, Muhamed Radawn, Muhamed Shehab, rezultojnë të kenë jetuar në Shqipëri të paktën duke filluar nga viti 2019, të cilët janë kapur disa herë me emigrantë të tjerë në territorin Shqiptar, duke u hequr edhe ata si emigrantë, dhe duke mos u bërë e mundur identifikimi i tyre si organizues, apo sigurues të transportit të tyre, ku gjatë intervistimeve, kanë dhënë gjeneralitete të rreme. Ata janë dërguar në kampe, ku janë larguar nga aty, duke patur edhe urdhra largimi nga territori Shqiptar.

Të pandehurit, të paktën përgjatë vitit 2023, kanë jetuar mes Morinës dhe Kosovës, duke hyrë dhe dalë në mënyrë të paligjshme nga kufiri në mënyrë të vazhdueshme. Kanë mbajtur dhe përdorur armë luftarake, kanë bashkëpunuar me persona me shtetësi shqiptare, kosovare dhe persona të tjerë të huaj duke organizuar dhënien ndihmë për kalim të paligjshëm në disa raste përgjatë këtij viti.

Këta dy grupe, organizojnë punët brenda grupimeve të tyre, për emigrantët të cilët hyjnë në territorin Shqiptar nga Greqia apo Maqedonia e Veriut. Ata i‘u sigurojnë transportimin përgjatë territorit Shqiptar, gjejnë shoferët dhe bëjnë të mundur kalimin  në mënyrë të paligjshme nëpërmjet malit në Morinë në drejtim të Kosovës, për në Serbi dhe me destinacion përfundimtar vendet  e Bashkimit Evropian. Udhëtimi i emigrantëve më pas, përtej Serbisë e tutje, organizohet nga grupet e tjera, sipas orientimeve të personave që qëndrojnë në krye të grupit të madh kriminal. 

These two criminal groups cooperate, even with groups operating in other countries, starting from the country of origin, and continuing in Greece, Turkey, Kosovo, Serbia, Germany. Criminal groups are better organized and with a clear division of roles and tasks, starting from finding immigrants, transporting them from their country of origin to the countries of the European Union, making their illegal passage through Turkey, Greece, Albania, Kosovo, Serbia, and then towards the countries of the European Union. Criminal groups have set up an infrastructure in each of the countries where foreign nationals pass, and which serve as links in the chain of the activity of this criminal activity.

In the exercise of their criminal activity, the members of the group appear violent, culminating in the event of 25.05.2023, where in the village of "Morinë", Kukës, they shot with firearms at the police officers of the local structures of Kukës, who have been performing their duty, which was related to the monitoring of the area for the capture of armed persons, seriously endangering their lives and the lives of the residents.

The investigation is continuing in the direction of identifying other persons involved in this criminal activity./ CNA
