The election campaign has officially started 3 days ago.

According to the requirements provided by the Resolution drafted by Klotilda Bushka and approved by the Assembly, SPAK has gone to the field.

The Institutional Monitoring Manual requires that each institution, upon receiving the resolution with recommendations for the following year, approve the work plan and relevant strategies for implementing the recommendations.

That's how it happened!

SPAK, as approved in the text of the work strategy of the Special Prosecution Office for Electoral Crimes on the occasion of the elections on May 11, has opened within 3 days, 16 offices in all regions of the country.

According to the order of the director Altin Dumani, prosecutors, together with investigators, have been in contact with district prosecutors since Friday, who have also made available the offices where SPAK prosecutors will stay to coordinate the investigations.

Ms. Bushka had written the same recommendation in the resolution for the Evaluation of the CEC's Activities, requesting cooperation with SPAK in the context of cracking down on electoral crimes.

In compliance with the recommendations of the Assembly approving the draft resolutions written by Ms. Bushka, SPAK and the CEC signed a cooperation agreement between them.

The agreement signed between the General Prosecutor's Office and the CEC is essentially aimed at preventing electoral crimes, as requested by the resolution.

According to the agreement, special prosecutors, who will be accompanied by agents, will analyze the referred reports.

In parallel, in order to respond as best as possible to the Assembly's resolution, SPAK has also set up a platform since March to which concerns are referred in real time.

It is learned that the referrals reflected on the SPAK platform, where complaints from citizens are addressed, are also being verified, although in most cases it is difficult to identify due to anonymity.

The established "Task Force" will continue to operate for 3 months, until the end of May.

The SPAK task force consists of a central structure and investigative groups distributed in the field during the election period. It includes prosecutors, BKH investigators, financial investigators, administrative support staff, engaged in all 12 regions and 61 municipalities. In the Tirana region, the central structure will be led by the Chief Prosecutor of SPAK, Altin Dumani.

According to the Assembly Resolution, the main focus of the investigative groups will be to prevent and investigate the use of public administration, state infrastructure, and the involvement of criminal groups in the electoral process.

The cooperation agreement at the CEC also provided for the provision of a special group of financial experts and other experts in the field to the Task Force.

The Task Force also has the function of monitoring the use of the budget and public investments, which according to the Electoral Code are not allowed to be carried out during the election period.

SPAK is responsible under the law for criminal offenses such as active and passive corruption in elections, criminal groups in elections, and any electoral crime committed by senior officials.

Klotilda Bushka, on the occasion of analyzing SPAK's activities, has truly done a quality job and has drafted a resolution that is beyond reproach.
