SPAK sends lawyer Koçi to trial/ He took money to influence justice

The Special Prosecution Office has closed the investigations and sent the case of Bardhi Koçi and Pranvera Meshi for trial.

Lawyer Koçi requested from Meshi the monetary sum of 1,500 euros to influence the judge who was hearing the case of the citizen accused of document forgery.

The investigation revealed that Koçi had previously received a monetary sum of 1,000 euros.

Bardhi Koçi has been found to have received money from two other citizens to influence justice officials.

SPAK completes investigations and sends case to Court for illegal influence on justice system officials

The Special Prosecution Office against Corruption and Organized Crime, after completing the investigations, sent a judgment on 05.08.2025, criminal proceedings, no. 229/1 of 2021 against the defendants:

1. Bardhi Koçi, accused of the criminal offense, "Exercising illegal influence over persons exercising public functions", (three episodes) provided for by article 245/1 paragraph 4 of the Criminal Code.

2. Pranvera Meshi, accused of the criminal offense, “Exercising unlawful influence over persons exercising public functions, provided for by article 245/1 paragraph 2 of the Criminal Code.

The Special Prosecution Office Against Corruption and Organized Crime, on 27.08.2021, based on the acts sent by the Judicial Police, registered criminal proceedings no. 229, for the criminal offenses, "Exercising illegal influence over persons exercising public functions" and "Abuse of office", provided for by articles 245/1 and 248 of the Criminal Code.

Following the investigations for this criminal proceeding, through the application of special investigation methods, the commission of the criminal offense, "Exercise of illegal influence against persons exercising public functions", provided for by Article 245/1, paragraphs 2 and 4 of the Criminal Code, committed by citizens, Pranvera Meshi and Bardhi Koçi, was documented.

Citizen Pranvera Meshi, at the time of the commission of the criminal offense, was being tried at the First Instance Court of General Jurisdiction of Tirana, accused of the criminal offense of "Forgery of health documents", provided for by Article 188/1 of the Criminal Code.

The citizen, Bardhi Koçi, a lawyer by profession (who at the time of the commission of the criminal offenses was employed as an Auditor at the Supreme State Audit Office) requested from the citizen Pranvera Meshi the amount of 1500 (one thousand five hundred) euros and received from her in the form of an irregular benefit, the preliminary amount of 1000 (one thousand) euros, with the aim of influencing the decision-making of the judge who was examining the case in her charge.

Citizen, Bardhi Koçi, has requested from citizen AM, the amount of 1300 (one thousand three hundred) euros, in order to exert influence on two officials of the justice system, in order to accelerate the court session for the determination of a personal security measure against citizen NM, arrested for the criminal offense, "Irregular driving", provided for by article 291 of the Criminal Code.

 

Also, citizen Bardhi Koçi received irregular benefits from citizen RG, with the aim of exerting influence on the experts of the Institute of Scientific Police. This influence had to do with the issuance of a chemical expertise act for a quantity of narcotic substance, which was seized from citizen BG, suspected of the criminal offense, “Irregular driving of vehicles”, provided for by article 291 of the Criminal Code.

 

The Special Prosecution Office against Corruption and Organized Crime has documented two more episodes of the commission of the criminal offense, "Exercising illegal influence over persons exercising public functions", provided for by Article 245/1 paragraph 4 of the Criminal Code, by citizen Bardhi Koçi and is continuing investigations to document the circumstances and other facts that have emerged from the investigations conducted in connection with this criminal proceeding.
