In 2023, the Municipality of Tirana granted a total of construction permits for an area of ??1.4 million square meters, which constitutes 67% of the total permits granted throughout Albania, according to the tables published by INSTAT.
Compared to the previous year, when the record of permits was reached in terms of the area of ??permits, at 1.8 million square meters, in 2023 this indicator marked an annual decrease of 22%.
However, in the fourth quarter, an increase in building permits was again noted, reaching 430 thousand square meters, with an expansion of 23% compared to the same period a year ago.

Since 2017, the capital's municipality has significantly increased the area for which it has given permission to build. As of 2019, an average of between 1.2-1.8 million square meters of permits have been granted per year, peaking in 2021-2022. In total, for the entire period 2017-2023, a record of 8.9 million square meters of construction permits were granted.
According to INSTAT, in the fourth quarter of 2023, a total of 303 construction permits for new buildings were approved, from 415 permits approved in the fourth quarter of 2022, marking a decrease of 27.0%.
The area of ??construction permits approved for new buildings, in the fourth quarter of 2023, is 592,660 m2, from 555,779 m2 approved in the fourth quarter of 2022, marking an increase of 6.6% (tab.3).

In the fourth quarter of 2023, the approximate value of construction permits approved for buildings and engineering works is ALL 25.3 billion, from ALL 26.6 billion approved in the fourth quarter of 2022, marking a decrease of 4.7%.
During the year 2023, a total of 1,602 construction permits for new buildings were approved, from 1,420 construction permits approved in 2022, marking an increase of 12.8%.
During 2023, the area of ??construction permits approved for new buildings is 2,115,819 m2, from 2,667,497 m2 approved in 2022, marking a decrease of 20.7%. The approximate value of construction permits approved for buildings and engineering works is 89.6 billion ALL in 2023, from 113 billion ALL approved in 2022, marking a decrease of 20.8%./ Monitor.al
