Gjykatat e Shkallës së Parë që do të shkrihen janë në Tropojë, Mat, Kurbin, Krujë, Pukë, Lushnjë, Kavajë, Përmet dhe Pogradec.
Në gjykatat e rretheve do të mbetet hapur vetëm një zyrë informacioni ku qytetarët do i drejtohen për të marrë informacionet që ata duan.
Kjo është faza e dytë e hartës Gjyqësore, ndërsa ajo e treta do të hyjë në fuqi më 1 korrik të këtij viti.
