The Council of Ministers decided at today's meeting to establish a task force and national organizing team for the NATO summit in 2027 in Tirana.

The Task Force will be chaired by the Prime Minister and, in his absence, by the National Coordinator for the organization of the summit, appointed by order of the Prime Minister.

According to the DCM, the Task Force is composed of the following members: the Minister for Europe and Foreign Affairs; the Minister of Defense; the Minister of State for Local Government; the Representative of the Prime Minister's Cabinet and the General Secretaries.

DECISION ON THE ESTABLISHMENT OF THE TASK FORCE AND THE NATIONAL TEAM OF THE ORGANIZATION FOR THE NATO SUMMIT, TIRANA, 2027

In accordance with Article 100 of the Constitution, upon the proposal of the Prime Minister, the Council of Ministers

DECIDED:

1. Establishment of the Host Nation Task Force (HNTF) and the National Organizing Team for the NATO Summit, Tirana, 2027.

2. The Task Force is chaired by the Prime Minister and, in his absence, by the National Coordinator for the organization of the summit, appointed by order of the Prime Minister. The Task Force is composed of the following members:

a) Minister for Europe and Foreign Affairs;
b) Minister of Defense;
c) Minister of State for Local Government;
ç) Representative of the Prime Minister's Cabinet;
d) Secretaries General:

i. of the Ministry of Internal Affairs;
ii. of the Ministry for Europe and Foreign Affairs;
iii. of the Ministry of Finance;
iv. of the Ministry of Infrastructure and Energy;
v. of the Ministry of Tourism, Culture and Sports;
vi. of the Ministry of Health and Social Welfare;
vii. of the Ministry of Economy and Innovation;
viii. of the Ministry of Defense.

dh) Chief of the General Staff of the Armed Forces;
e) Director of the State Intelligence Service;
ë) Director General of the Public Procurement Agency;
f) Director of the Directorate of Government Services.

3. The Task Force is supported in its activities by a technical secretariat, established under the responsibility of the Ministry of Defense.

4. Representatives of other public institutions, as well as local or foreign experts, may be invited to HNTF meetings, as needed, depending on the issues being discussed.

5. The Host Nation Task Force is a decision-making body for determining institutional tasks and responsibilities in the function of organizing the Summit and has the following objectives:

a) To determine the agenda and political and technical work program of the Summit;
b) To review and approve the acts, actions and operational requirements proposed by the National Organization Team;
c) To propose for approval to the Council of Ministers, through the Minister of Defense, the “Comprehensive Action Plan for the Organization and Conduct of the NATO Summit, Tirana, 2027”, defining:

i. planning steps and measures;
ii. infrastructural, logistical and institutional needs;
iii. technical-legal procedures and financial instruments;
iv. detailed tasks for each structure.

ç) To assess the costs of the organization and to propose, through the minister responsible for finance, the relevant budgeting to the Council of Ministers;
d) To take measures for the deployment of the military and defense apparatus, in coordination with allied military structures.

6. Under the HNTF, the National Organization Team (NOT) is established, which is headed and functions under the responsibility of the National Coordinator, and consists of:

a) the director of State Protocol;
b) the director of the Directorate of Government Services;
c) the General Director of the State Police;
ç) the director of the General Staff of the Armed Forces;
d) the commander of the Republic Guard;
dh) the General Director of the National Agency for the Information Society;
e) the representative of the State Information Service;
ë) the representative of the Prime Minister's Cabinet;
f) the director of the Prime Minister's Protocol;
g) the executive director of the Civil Aviation Authority;
gj) the General Director of Albcontrol;
h) the General Director of the National Authority for the Security of Classified Information;
i) the General Director of the National Authority for Cyber ??Security;
j) the General Director of the Albanian Road Authority;
k) the General Director of the National Civil Protection Agency;
l) the General Director of the Media and Information Agency;
ll) the Director General of Political and Strategic Affairs at the Ministry for Europe and Foreign Affairs;
m) the Director of the Directorate of NATO and Security Affairs at the Ministry for Europe and Foreign Affairs;
n) the representative of the Municipality of Tirana.

7. Members of the National Organizing Team exercise the responsibility of national sectoral coordinators for the relevant fields.

8. Meetings of the National Organizing Team are called by the chairman whenever deemed necessary.

9. The Chairman has the right to call meetings of a technical nature with more limited participation, depending on the issues/problems to be discussed and confidentiality.

10. Representatives of other public institutions, private entities, and local and foreign experts may be invited to meetings of the National Organizing Team, depending on the issues to be addressed.

11. The National Organization Team is responsible for coordinating with the NATO Summit Task Force in Brussels, with the Permanent Mission of Albania to NATO, as well as with the task forces of the host countries of previous summits.

12. The tasks of the National Organizing Team include the assessment and proposal of sectoral measures for:

a) security of delegations and state dignitaries;
b) determination of the venues for the Summit, events and
ancillary activities;
c) accommodation of delegations and accompanying personnel;
d) air, road and logistics transport;
d) media coverage and public communication;
dh) technical, digital and cybersecurity aspects;
e) any other specific task related to the organization of the Summit with the approval of the Host Nation Task Force.

13. The National Coordinator is supported in his duties by a permanent staff, composed of civilian and military personnel, established by order of the Minister of Defense.

14. Civilian and military personnel are made available full-time by state institutions.

15. The Ministry of Defense, according to the needs of the National Coordinator, may employ specialists and experts in all fields related to the organization and development of the Summit.

16. The Permanent Headquarters exercises its functions in specially prepared facilities at the Ministry of Defense, the "Skënderbej" garrison, Tirana.

17. The Host Nation Task Force periodically presents reports to the Prime Minister and the Council of Ministers on the progress of preparations, as well as recommendations for cross-sectoral and financial decision-making.

18. The institutions that are part of the Host Nation Task Force (HNTF) and the National Organizing Team are charged with the implementation of this decision.

This decision enters into force immediately and is published in the "Official Gazette". /CNA
