The Safe Journalists network sent a letter of concern to RTSH, the Parliament of Albania, AMA about a possible violation of due process regarding the dismissal and employment of media staff. In the interest of the public and the credibility of RTSH, the Safe Journalists Network is seeking information on the current situation in RTSH, reiterating that any reform of the organizational structure and program in RTSH must be done by guaranteeing respect for the labor rights of journalists and media workers, following a regular process and in full transparency.

Dear Mr. Peza,

I am writing to you on behalf of the SafeJournalists Network, which gathers more than 8,200 members in the Western Balkans, including journalists from Albania, we act for the violation of the rights of journalists, cases of violation of their security and the restriction of media freedoms. We are following very closely the developments in the media scene in Albania. We are concerned by the recent events at RTSH regarding the removal of staff without due care.

Last week and after your election as General Director of RTSH on June 13, 2023, we received formal complaints and reliable sources about a possible violation in the due process of law regarding the dismissal of media staff, but also the hiring of new staff without due process of law. As you may know, the associations of journalists in Albania and the European Federation of Journalists have also reacted to this.

Ndërkohë që e kuptojmë nevojën e ristrukturimit dhe kryerjes së ndryshimeve programore në RTSH, ne jemi ende të shqetësuar për procesin e largimit nga puna dhe efektin që ka tek punonjësit. Bazuar në Ligjin Nr. 97/2013 për “Mediet Audiovizive në Republikën e Shqipërisë” (neni 103 dhe 105) jemi në dijeni të rolit tuaj në drejtimin e administratës së përgjithshme të veprimtarisë së RTSH-së dhe në mbajtjen e përgjegjësisë redaktuese të saj si dhe në emërimin dhe shkarkimin e stafit të RTSH-së. Megjithatë, dëshirojmë të ritheksojmë se kjo duhet bërë duke garantuar respektimin e të drejtave të punës së gazetarëve dhe punonjësve të medias, ndjekjen e procesit të rregullt dhe në transparencë të plotë.

Që RTSH të ruajë besueshmërinë dhe besimin e punonjësve dhe publikut, është thelbësore që Drejtori i Përgjithshëm të sqarojë bazën e këtyre ndryshimeve të personelit, duke demonstruar se u ndoqën kanalet dhe procedurat e duhura siç e kërkon ligji.

Në bazë të ligjit nr. 119/2014 “Për të drejtën e informimit” dhe në interes të publikut, dëshirojmë të mësojmë më shumë nga ju për këtë. A janë pushuar nga puna gazetarët, redaktorët dhe personeli tjetër administrativ apo mbështetës, dhe nëse po, sa janë pushuar nga puna, në çfarë kushtesh dhe për çfarë arsye? Sa persona të rinj janë punësuar dhe nëse po, a janë ndjekur procedurat e duhura duke respektuar ligjin dhe statutin e RTSH-së, duke shmangur konfliktin e mundshëm të interesit?

Also, if you plan to do this, please inform the public, as RTSH is a public institution and all citizens have the right to have such information and the reasons for possible vacations.

Any attack on journalists is an attack on the public interest, democracy and the rights of all citizens. We look forward to hearing from you.
