Rama "charges" Diella with the innovative electronic procurement

Prime Minister Edi Rama, at a conference on Chapter 5 of the EU integration process, stated that the World Bank has given the green light to certify every project it participates in financing, indicating that we are now in the phase of creating an innovative electronic procurement system with Artificial Intelligence.

This project will be handled by "Diella", which according to Rama many think is sleeping but not after Diella will do the entire volume with intelligent algorithms for the project.

Rama emphasized that thanks to this system, the problems with drafting technical specifications will end and the process will be traceable, where anyone who has claims will be able to return to the starting point to view the process manually.

"An opinion may have been created as if the Sun has done its work and is sleeping. Now we are in a new phase of the process, as 450 detailed pages have been drafted throughout this period, on which local experts have worked, and these pages have been put under the review of the World Bank, which a few days ago gave the green light, without objection, to the certification of every project where the World Bank participates in financing, and now we are ready to move to the phase of an innovative electronic procurement system, unique with AI.

An intensive workshop was held in Albania with 16 countries that have AI elements in their procurement processes. Our project is the first of its kind, as it aims to put all the elements of the process in a chain, enable AI procurement in a large part of the process, and make it possible for no business to be forced to collect papers up and down.

All data will be collected by Diella, where there are over 40 public registers, and then be in the hands of the business to activate with a click; a process that will go from market research to submitting offers, monitoring contracts and every interaction will be transparent and traceable. This will close the chapter on the problems of drafting technical specifications. Diella will do this entire volume with intelligent algorithms, quickly, accurately and impartially. The process will be traceable; for anyone who has claims, it will be possible to return to the starting point to see the process manually. The system is planned to be built with the highest principles of transparency, written by international institutions and organizations. The public will rely on EU electronic formats. We will be in a completely different phase and not in the next 10 years, but within this mandate.

This system is not just a technological project, but a national manifesto.

"The sun will mark the transition from one era to another of doing business. It is a total reversal of a system and a reflection of Albania in Albania, of all that technology gives to countries and, above all, countries like ours, developing countries, which through technology will make breakthroughs that would be impossible," said Rama./ CNA
