In the absence of the opposition, the majority reviewed the gambling bill today in the Economy and Finance Committee.

According to the deputies of the commission, the law drafted earlier this year is not at the right levels and has many shortcomings in several areas, such as the control of online betting, the monitoring of platforms and their management by the state, not by the private sector.

The law drafted earlier is not up to the challenge of managing the market, therefore a more complete law is needed, said the chairman of the commission, Eduard Shalsi.

"Work should begin immediately to make it a more complete law, and more changes should be made to formalize the market better."

The MPs requested that the licensing procedure for 10 years go through two stages, including scoring and investment criteria.

Another proposal made by the commission is a monitoring system to avoid manipulation of online betting platforms.

"The greatest danger comes from the manipulation of platforms and from interventions in the coefficients of games. A system is needed to keep track of all transactions made at live sports betting gaming companies. It is suggested that this system be monitored in real time on a platform that will ensure that they are not manipulated."

Online casinos were another issue the committee asked to be included in the bill.

"Online casinos do not ensure the formalization of the market and are mostly in the black market, not being competitive with physical casinos and do not provide finances for the state budget."

Socialist deputy, Erion Braçe, proposed that gambling be a monopoly of the state and not of the private sector, stating that this draft law does not control the market and leaves them in the hands of crime.

"What is proposed is to open it. I think we did very well to close the bets. What we haven't done well is combat activity across the country. By shutting down this type of activity, we gave up not only to organized crime, but also to police officers. This has caused the black activity not to be fought."

Online sportsbooks will be required to register their players, and data will have to be stored for at least three years.

These bets, which are specified to be online only, will not have physical points, but websites, applications and the necessary technological infrastructure that enables the activity within the defined frameworks and that are monitorable./ Monitor Magazine
