Police Collaborating in Crime/ Who were the employees who helped in drug

SPAK has completed investigations and has sent 27 people from various structured criminal groups to trial, including Arben Ndokë, Arian Tuku, Ervis Martinaj, Durim Bami, etc.

SPAK investigations show that there are also State Police employees linked to criminal exponents.

The cases are as follows:

The defendant Durim Bami organized, directed and financed a structured criminal group, intended for the cultivation of the narcotic plant cannabis sativa, in the village of Nikël, Fushë-Krujë during the period of December 2019-July 2020, as well as in the area of ??the Bubq Administrative Unit of the Municipality of Krujë, both before and during September 2020, taking care of the smooth running of this activity. He was assisted in his illegal actions by state police officers, such as the defendant Altin Morina and other still unidentified citizens, who provided information or helped to avoid checks on plots planted with narcotic plants.

On 3.4.2025, the defendant, Altin Morina , declared a wanted person, was found and seized in his vehicle by the police officers of the Police Commissariat No. 2, Tirana, a firearm, pistol model BERRETA PX4, caliber 9x21mm, Italian production, with number “PJ07009”. The weapon, which was held without a permit, was technically correct and suitable for shooting, with one cartridge in the cartridge chamber, as well as 9 (nine) other cartridges in its magazine.

In the Lezha District area, during the months of June-September 2020, a structured criminal group, led by Elson Reçi and composed of various citizens, who carried out the illegal activity, carried out illegal activities in the field of cultivation of the narcotic plant cannabis sativa. Elson took care of the functioning of the illegal activity, while also cultivating the narcotic plant. To carry out this illegal activity, the defendant was assisted by Klodian Shahini , a police officer on duty, head of the Anti-Narcotics Sector at the Lezha Police Directorate, who supplied the leader of the structured criminal group with various police information, playing a role in avoiding police checks in the areas where the narcotic plant was cultivated.

It is also proven that in the Lezha District area, as well as in the Kruja area during the months of May-September 2020, a structured criminal group, led by an unidentified citizen, carried out illegal activities in the cultivation of cannabis sativa. The following citizens were involved in this activity:

Henerigert Mitri, acting Director of the Lezha Local Police Directorate

They, using their position, favored the cultivation of cannabis and provided internal police information to the group's leader, as well as helping to avoid police checks on the plots where the narcotic substance was cultivated.

The defendant Elton Zalla was also involved in this illegal activity as an accomplice. In the latter's apartment, on 20.9.2020, 202 kg of the narcotic cannabis sativa were found, in the process of drying, processing and packaging.

In his capacity as Police Director at the Lezha Local Police Directorate, during the period January-September 2020, Henerigert Mitri, while communicating with various users of the ScyECC application, intentionally failed to exercise his functional duties by allowing the practice of gambling in violation of the law.

Drug trafficking

The defendants Arian Tuku, Kasandër Noga and Edson Jozëik (alias Edson Pjetri, alias Edmir Pjetri) during the months of June-November 2020, have organized, directed and financed a structured criminal group, intended for trafficking the narcotic plant cannabis sativa, to the countries of the European Union, in collaboration with the defendant, Oltion Zefi and other unidentified citizens. On 3.11.2020, a quantity of approximately 160 kilograms of cannabis sativa trafficked from Albania, was seized in Montenegro./ CNA
