Get to know the projects that will be financed from the state budget in 2024/

The draft budget for 2024 results in a new level related to the planning of public expenditures that exceed 7 billion euros.

"The financing of public investments programmed for 2024 will be over 5% of GDP, continuously supporting economic growth, to further develop tourism, agriculture and connectivity, as well as promoting employment. The investment package supports the national and local infrastructure, in order to respond as best as possible to the growing demand of tourism," said the Minister of Finance and Economy, Ervin Mete.

A review of the draft budget shows that for infrastructure and energy, the continuation of financial support for existing major projects as well as the launch of some new projects is foreseen.

The projects to be financed are:

The Llogara Tunnel, the Sea Port of Durrës in Porto Romano, the Tirana-Rinas and Tirana-Durrës railways, the expansion of the Elbasan-Qafëthanë axis, the further reduction of electricity losses, the increase in domestic electricity production, the increase in the use of biofuels in the transport sector, etc.

What has been set as the priorities for Infrastructure and Energy in 2024-2026?

Priorities for Infrastructure and Energy in the years 2024-2026 have been set:

-Expansion of the national road network through the construction, rehabilitation and systematization of national roads and, in addition, the transition to performance-based road maintenance practices

- Expanding access and quality of drinking water and sanitation services through: (i) a portfolio of public investments; and (ii) the fundamental improvement of the management of water and sewerage joint stock companies, by standardizing the principles of governance of the sector

-Increasing energy efficiency against the overall final consumption of energy through consideration of programs for promoting the market, for the penetration of advanced technologies as well as increasing the use of renewable energies

The results that are intended to be achieved for the medium-term period 2024-2026 according to the programs:

1. "Road Transport" program

-For the next three years, the concession contracts that will be supported with funds from the state budget are

- Concession contract for the construction of Arbri Street;

- Concession contract for the construction of the Milot - Morin Road;

- Concession contract for the construction of Orikum - Dukat Road, By Pass - Yacht Port;

- The main projects for the medium term are as follows:

- Construction of the Llogara Tunnel;

- Seaport of Durrës "Porto Romano"

- Tirana-Rinas Railway and Tirana-Durrës Line;

- Expansion of the Elbasan-Qafë Thane axis;

-3532 km rrugë të mirëmbajtura sipas standardeve në vitet 2024-2026 në të gjithë territorin

2. Programi “Ujësjellës Kanalizime”

-Reduktimi i humbjeve në rrjet në nivel kombëtar në masën 57% në vitin 2026 nga 63% që parashikohet në vitin 2023

-Orët mesatare të furnizimit me ujë të pijshëm synohet të rritet në 19 orë/dite në vitin 2026 nga 16 orë/ditë në vitin 2023

-Orët e furnizimit me ujë në zonat bregdetare synohet të arrihet në 21 orë/ditë në vitin 2026 nga 18 orë/ditë në vitin 2023

-Mbulimi me shërbim furnizimi me ujë të pijshëm zonë Urbane në 95.5% në vitin 2026 nga 94% në vitin 2023

-Mbulimi me shërbim furnizimi me ujë të pijshëm zonë Rurale 67% në vitin 2026 nga 60% në vitin 2023

-Mbulimi me kanalizime në zonat Urbane në 85% në vitin 2026 nga 83.5% në vitin 2023

-Mbulimi me kanalizime në zonat Rurale 18% në vitin 2026 nga 13.5% në vitin 2023

-Sasia e ujit të faturuar synohet të arrihet në 120 litër/ frymë/ditë në vitin 2026

-Mbulimi me shërbimin e ITUN (kanalizime+gropa septike) synohet të arrihet në nivelin 18% në vitin 2026 nga 15.5% në vitin 2023

-Përqindja e mbulimit të kostove të Ujësjellës-Kanalizimeve me të ardhurat synohet të arrihet në vlerën 75% në vitin 2026 nga 64% në vitin 2023

3.Programi “Mbështetje për Energjinë”

-Rritjen e përdorimit të Energjive të Rinovueshme nga 40% në vitin 2024 në 41% në vitin 2025

-Rritja e eficencës së energjisë nga 7% në vitin 2024 në 7.5% në vitin 2025

-Reduktim i mëtejshëm i humbjeve të energjisë elektrike në 20% në vitet 2024-2025

-Rritja e prodhimit vendas së energjisë elektrike me 70% për vitet 2024-2025

-Rritja e përdorimit të biokarburanteve në sektorin e transportit me 10% për vitet 2024-2025

4.Programi “Mbështetje për Rrjetet e Komunikacionit”

-Rritjen e zhvillimit të infrastrukturës broadband në Republikën e Shqipërisë në 55% në vitin 2025 nga 44% që parashikohet në vitin 2024

-Rritja e penetrimit broadband në nivel Republike të Shqipërisë në 65% në vitin 2025 nga 45% që parashikohet në vitin 2024

5. Programi “Transporti Ajror”

-Rritjen e standarteve dhe performancës së Organit Kombëtar të incidenteve /Aksidenteve ajrore nëpërmjet investimeve për forcimin e kapaciteteve

-Numri i investigime të kryera lidhur me parandalimin e incidenteve dhe aksidenteve ajrore parashikohen 6 investigime për çdo vit

-Integrimi i aviacionit civil shqiptar në sistemet evropiane të transportit ajror, ku synohet përafrimi i legjislacionit 100% në vitin 2026

6.Programi “Transporti Detar”

-Rritja e nivelit të investimeve dhe kapaciteteve përpunuese të porteve në masën 35% për vitet 2024-2025

-Financimi i projektit të ri “Ndërtimi i Portit të ri tregtar Porto Romano Durrës” përgjatë 2024-2026;

7.Programi “Transporti Hekurudhor”

-Rehabilitimi i linjës hekurudhore Durrës – Terminali pasagjerëve Tiranë dhe ndërtimi i linjës hekurudhore Tiranë – Rinas

-Extension of the national railway network in the center of the capital of Albania, Tirana (Project of the extension of the public transport terminal railway line - Tirana train station as an extension of the Durrës - Tirana railway line)

8. "Support for Natural Resources" program

- It is intended to promote the growth of the sector through the promotion and encouragement of the discovery of new potential mineral-bearing sources, through local and foreign, small and medium-sized companies;

-Increase of active mining permits in which mining activity is carried out in accordance with the standards to 595 permits in 2026 from 580 permits in 2023;

-Studies on untapped hydrological and mineral resources and the prevention of geological-environmental risks through monitoring in 25 studies in 2026;

-Improving business transparency in the extractive industry, so that the income from this business contributes more to the development of the country

9. "Support for Industry" program

-Increasing the level of security of use, maintenance and use of products/equipment/installations

-Increasing product standards and safety of equipment/installations by 20% for the years 2024-2026;

-Reducing the risk from hazardous chemicals to 15% in 2026.

-Increasing the number of analyzed samples of oil and its by-products, produced in the country and imported to the extent of 14,500 in 2026

- Increasing the standards of oil and its by-products through the use of specific testing devices

10. "Urban Planning" program

- Sustainable and balanced development of the territory, mitigating regional inequality, to guarantee the balance between public and private interests, in the development of the territory
