Another police chief is questioned in SPAK: Ardriti asked me to wiretap Ibrahim

A group of people led by Behar Bajri and Pëllumb Gjoka, in August 2020 set in motion to kill Ibrahim Lici, as they claimed that they had secured a phone number and through it, it would be easier for them to locate Ibrahim.

The group consisting of Bajri, Pëllumb Gjoka, Astmer Bilali, Edmond Preka, Denis Brajovi?, Prek Kodra, Leksi i Druve and the head of the investigation of Serious Crimes in Shkodër, Ardrit Hasanbegaj, went into action as soon as Astmer Bilali claimed to have found the number phone number 069******.

But in fact this number was not Ibrahim's, but his uncle's son, Ramzan.

The wiretapping of Ibrahim Lici was done by the head of the homicide section in Shkodër, Luan Hamzallari, who in April 2024 was questioned at SPAK and indicated that he had received the number from Ardriti, and that the preventive wiretapping was carried out after according to him, Ibrahim Lici was suspected of murdering Gjin Boriçi.

Apparently, the police were conducting investigations in the opposite direction and were hopeless to unravel the incident of the murder of Gjin Boriçi, since the people who talked to the police and led them to a dead end were themselves the perpetrators of Boriçi's murder.

Astmer Bilali was sure that this number was used by Ibrahim Lici and therefore Pëllumb Gjoka has activated his powerful connection within the Shkodra police, deputy director Ardrit Hasanbegaj, giving him the number sent by Astmer, with the aim of preventive interception.

On August 8, 2020, Astmer Bilali wrote to Behar Bajri in "SKY" saying that: "...Ibrahimi was seen in the south these days, at the hotel of a friend of Bardhok. They are showing me the hotel where they saw him and who did they see it with?

Meanwhile, at 20:46, Astmer Bilali sends Behar Brajovic the phone number 0693128769 and writes Ibrahimi's other number.

On the other hand, Behari asks him if he knows it well and Astmeri tells him that he knows it well, about the number.

At 21:20, Behar Brajovic sends Pëllumb Gjoka the above phone number and writes to him ... Brahim's number...
Pëllumbi writes to Behar that he was giving it to him, meaning Ardri Hasanbegaj.

At 11:21 p.m. Pëllumb Gjoka communicates with Ardit Hasanbegaj and forwards the message sent by Behari, which contains the phone number 069****** and tells him that this is "Ibrahim's" number.

Luan Hamzallari stated:

Ardrit once gave me a telephone number of Ibrahim Licit, which he had written down on a piece of paper, and told me this is Ibrahim Licit's number.

I have received this number, I have filled in an information form SK2 and I have compiled the request for wiretapping or additional preventive wiretapping.

I don't remember the phone number and the period, but I know that this happened once.

The day he gave me the number, I also made the information for preventive interception.

But I can say with conviction that it was after the murder of citizen Gjin Boriçi (Ndoji), where Ibrahim Lici was the suspected perpetrator....".

According to SPAK, Luan Hamzallari's statement is also consistent with the data obtained from the documents obtained, as it turns out, for the above number, SK2 was compiled by Luan Hamzallari and this same day information was sent about the wiretapping.
