Territorial Reform Commission

The Territorial Reform Commission met this morning where it is holding a hearing with representatives of civil society organizations.

During her speech, DP deputy, Dhurata Çupi, co-chair for Territorial Reform, said that the 2014 reform was inefficient.

‘Fakti që në  i kthehemi reformës territoriale, është pikërisht fakti se ajo reformë e realizuar në 2014, ishte jo efikase. Me këtë pyetje duhet ta nisim punën në këtë komision, cilat janë problematikat, pse ka dështuar reforma, pse nuk u arrit ajo që pritej? Cilat janë anët e mira të reformës që mund të ruhet nga reforma e kaluar”, u shpreh Çupi.

Ndërkaq, Albana Dhimitri, Drejtore Ekzekutive në Institutin e Politikave Publike dhe Private tha se Reforma e vitit 2014 uli pjesmarrjen e qytetarëve në vendimarrje.

'Ne kemi pasur mundësi të jemi thuajse në çdo bashki. Kemi pasur një eksperiencë të rëndësishme për të prekur reformën në pikëpamjet politike, qoftë dhe administrative. Efikasiteti administratës publike, ishin 370 njësi të qeverisjes vendore para 2014. Kemi bërë një studim mbi të ardhurat për kokë nga ndryshimi i hartës territoriale dhe na rezulton që të ardhurat janë shumë më të larta në nivel bashkie se përpara reformës. Sa i takon shërbimeve, ka tregues në rritje. Shpenzimet për investimet janë të rritura me disa fish krahasuar me përpara reformës.

But at least the perception that you were being elected was in the community and the chosen one's feeling.
